April 8, 2003 1. Jody Victor, 4208 Winchester Drive, spoke in support of this item. Motion by Mr. Moody, and seconded by Mr. Pitts, to concur with the recommendation of the Planning Commission that Z-03-03 be approved on first reading, and was adopted by unanimous vote. (d) CA-03-01 CITYWIDE Amendment to Section 40-44.5.1 of the Zoning Ordinance to allow barbed wire around utility facilities in residential zoning districts. 1. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke in opposition to this item. Motion by Mr. Whitehurst, and seconded by recommendation of the Planning Commission that reading, and was adopted by a vote of 6-1 (Randall). Adoption of a resolution approving the proposed Amendment No. 34 to the Crawford Conservation and Redevelopment Plan for the Crawford Urban Renewal Project. b. Adoption of a resolution approving the 2004-2008 Consolidated Plan and the 2004 Action Plan. Adoption of an ordinance appropriating $3,672,000 as follows: $2,185,000 from the 2003 Community Development Block Grant Entitlement Funds; $300,000 from the Community Development Program Income; $150,000 from reprogramming of prior year CDBG funds; $79.000 from the Emergency Shelter Grant Program; $798,969 from the 2003 HOME Program Funds; $100,000 from the HOME Program Income; and $60,000 from the reprogramming of prior year HOME Program Funds. Purpose and Need: · These actions will authorize the City Manager to make application to the Department of Housing and Urban Development for our Consolidated Plan funds and to continue our high priority activities to improve neighborhood quality in Portsmouth. · Funds will be used on projects that will improve neighborhoods, individual homes and/or provide services to Portsmouth residents.
