Adoption of a resolution approving the 2004-2008 Consolidated Plan and the <br /> 2004 Action Plan. <br /> <br />Adoption of an ordinance appropriating $3,672,000 as follows: $2,185,000 <br />from the 2003 Community Development Block Grant Entitlement Funds; <br />$300,000 from the Community Development Program Income; $150,000 from <br />reprogramming of prior year CDBG funds; $79.000 from the Emergency <br />Shelter Grant Program; $798,969 from the 2003 HOME Program Funds; <br />$100,000 from the HOME Program Income; and $60,000 from the <br />reprogramming of prior year HOME Program Funds. <br /> <br />Recommendation: <br /> <br />· Adoption of two resolutions and an appropriation ordinance to approve the 2004 <br />Community Development Program. <br /> <br /> a.
