March 25, 2003 <br /> <br />Financial Impact: <br /> <br />· There is no local match required. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO APPROPRIATE $134,780 IN THE GRANTS FUND FOR THE <br />CONSTRUCTION OF A FIRE TRAINING BURN BUILDING AND THE PURCHASE OF <br />FIRE PROTECTION EQUIPMENT." <br /> <br />Ayes: Benn, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />03 - 106 - Adoption of a resolution authorizing the City's participation in a Certified <br />Crime Prevention Community Program as recommended by the Portsmouth Community <br />Criminal Justice Board. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution authorizing the City of Portsmouth's participation in the <br />Certified Crime Prevention Community Program as recommended by the Portsmouth <br />Community Criminal Justice Board. <br /> <br />Purpose and Need: <br /> <br />· At the request of the Governor's New Partnership Commission for Community <br />Safety (which was created by an Executive Order in 1998), the Department of Criminal <br />Justice Services (DCJS) has recommended the "Certified Crime Prevention Community <br />Program" as a way to foster the development of community safety initiatives at the local <br />level. <br /> <br />· The goal of the program is to publicly recognize and certify localities that have <br />implemented a defined set of community safety strategies as part of a comprehensive <br />community safety/crime prevention effort. <br /> <br />· The program involves community safety strategies that are integral to reducing <br />citizen fear of crime, youth violence, gang activity, and involvement in drugs. <br /> <br />· To obtain certification, a locality must meet 12 core community safety <br />elements/strategies augmented by a minimum of seven approved optional elements <br />either proffered by the locality or selected from a list provided by the Commission and <br />DCJS. DCJS will run and monitor the program. <br /> <br />Financial Impact: <br /> <br />· Being designated by the DCJS as a Certified Crime Prevention Community Program <br />could result in attaining priority in the State criminal justice grant application process. <br /> <br />· The Certified Crime Prevention Community designation could be used as a <br />marketing tool to attract families, tourists, businesses, conference planners, etc. <br /> <br />· Crime Prevention Community designation could be used to seek premium <br />reductions from insurance companies for policyholders living in a certified community. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br /> <br />
