March 11, 2003 <br /> <br />Financial Impact: <br /> <br />· Enactment of this amendment to the City Code will help to ensure that fines can be <br />legally assessed against overweight vehicles under the Portsmouth City Code and thus <br />remitted to the City, rather than being remitted to the state. The exact amount of this <br />additional City revenue cannot be predicted at this time, but it is anticipated to be <br />substantial. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Benn, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO AMEND AND REORDAIN SECTION 22-15 OF THE CODE OF THE <br />CITY OF PORTSMOUTH, VIRGINIA (1988), DEALING WITH THE STOPPING OF <br />VEHICLES FOR WEIGHT CHECKS." <br /> <br />Ayes: Benn, Griffin, Pitts, Whitehurst, Holley <br />Nays: None <br /> <br />03 - 90 - Adoption of a resolution amending the current mutual aid agreement among <br />the cities of Chesapeake, Hampton, Newport News, Norfolk, Portsmouth, Suffolk, <br />Virginia Beach, Williamsburg, and the counties of James City, York to include the Town <br />of Smithfield and to include minor revisions to update the agreement as recommended <br />by the Hampton Roads Chiefs Association. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution amending the current mutual aid agreement among the <br />cities of Chesapeake, Hampton, Newport News, Norfolk, Portsmouth, Suffolk, Virginia <br />Beach, Williamsburg, and the counties of James City, York to include the Town of <br />Smithfield and to include minor revisions to update the agreement as recommended by <br />the Hampton Roads Chiefs Association. <br /> <br />Purpose and Need: <br /> <br />· In 1990, the cities of Chesapeake, Hampton, Newport News, Norfolk, Portsmouth, <br />Suffolk, Virginia Beach and the County of James City adopted a mutual aid agreement <br />beneficial to regional law enforcement. In 1997, the City of Williamsburg and the <br />County of York were included in the agreement. <br /> <br />· In 2002, the Hampton Roads Chiefs Association determined that the agreement <br />should be updated. The following changes have been recommended: <br /> <br />Inclusion of the Town of Smithfield <br />Deletion of a reference to the TECAP radio system <br />References to the State Code have been updated <br />Individual signature pages for jurisdictional approval are included <br /> <br />Financial Impact: <br /> <br />· The financial impact cannot be determined at this time, as it would be based on an <br />incident by incident basis. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A POLICE <br />MUTUAL AID AGREEMENT WITH THE CITIES OF CHESAPEAKE, HAMPTON, <br />NEWPORT NEWS, NORFOLK, PORTSMOUTH, SUFFOLK, WILLIAMSBURG AND <br />VIRGINIA BEACH, AND THE COUNTIES OF JAMES CITY AND YORK AND THE <br />TOWN OF SMITHFIELD. <br /> <br /> <br />
