<br /> WHEREAS, Title 15.2 of Virginia law authorizes local governments to enter into
<br />reciprocal agreements for mutual aid and for cooperation in the furnishing of police
<br />services; and
<br />
<br /> WHEREAS, the Cities of Chesapeake, Hampton, Newport News, Norfolk,
<br />Portsmouth, Suffolk, Williamsburg, Virginia Beach, and the counties of James City and
<br />York and the town of Smithfield have determined that the provision of police mutual aid
<br />to cross jurisdictional lines will increase their ability to preserve and protect public safety
<br />and welfare; and
<br />
<br /> WHEREAS, it is mutually beneficial to the said jurisdictions to enter into an
<br />agreement concerning mutual aid and cooperation in regard to law enforcement; and
<br />
<br /> WHEREAS, said agreement will also be favorably considered in regard to State
<br />certification of the local police departments.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
<br />Portsmouth, Virginia, that the City Manager be, and he hereby is, authorized to enter
<br />into a police mutual aid agreement with the Cities of Chesapeake, Hampton, Newport
<br />News, Norfolk, Portsmouth, Suffolk, Williamsburg and Virginia Beach, and the Counties
<br />of James City and York and the Town of Smithfield for the purpose of providing
<br />assistance in law enforcement matters as may from time to time be requested."

<br />03 - 91 - Mr. Benn offered nominations for the following Commission:

<br />MUSEUM AND FINE ARTS COMMISSION
<br />
<br />Verle Weiss to be appointed to fill an unexpired term ending October 31, 2005,
<br />replacing Stephanie G. Barham.
<br />
<br />Barbara K. Byers to be appointed for a three year term ending October 31, 2005,
<br />replacing Hariette C. Laskin.
<br />
<br /> Motion by Mr. Benn, and seconded by Mr. Whitehurst, to close the nominations,
<br />and there being no further nominations, the above nominations were adopted by
<br />unanimous vote.

<br />
<br />Councilman Whitehurst spoke on the Mayor's Ball and provided invitations.
<br />
<br />Vice Mayor Griffin spoke on two companies coming to PortCentre in Portsmouth.

<br />03 - 93 - Non-Agenda Speakers

<br />1. J. Brewer Moore, 308 Bobby Jones Drive, spoke on the growth of Portsmouth every
<br /> 31 years.
<br />
<br />2. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke in support of schools and
<br /> funding the budget requests from the School Board.
<br />
<br /> Motion by Mr. Griffin, and seconded by Mr. Whitehurst, to go into Closed
<br />Meeting pursuant to provisions of Section 2.2-3711(A) of the Code of Virginia, to
<br />discuss or consider the following:

<br /> economic development matters being pursued by the City's Department of
<br />Economic Development, pursuant to the following legal authorities:
<br />
<br /> subsection 3, the acquisition or sale of realty for a public purpose, or the
<br />disposition of publicly held property;
