February 25, 2003 Purpose and Need: · A percentage of Surface Transportation Program (STP) federal funds are set aside for rail-highway grade crossing improvements through the Virginia Department of Transportation. · The City in conjunction with VDOT applied for and received funds in the amount of $90,729 for flashing light signals with short arm gates at the Woodrow Street crossing. This crossing is heavily traveled by port-related rail and truck traffic. · It is required that the City adopt the attached resolution requesting the project in order for VDOT to proceed. Financial Impact: · The project will be funded with 90% State funds ($81,657) and 10% City funds ($9,073) for a total project cost of $90,730. The City's matching funds are identified in our highway maintenance funds. Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to adopt the following resolution, and was adopted by the following vote: "A RESOLUTION REQUESTING THE VIRGINIA DEPARTMENT OF TRANSPORTATION TO ESTABLISH A CONSTRUCTION PROJECT FOR THE INSTALLATION OF RAILROAD CROSSING SIGNALIZATION ON WOODROW STREET EAST OF VIRGINIA AVENUE. WHEREAS, in accordance with Virginia Department of Transportation construction allocation procedures, it is necessary that a request by Council resolution be made in order that the Department program an urban highway project in the City of Portsmouth. NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that it hereby requests the Virginia Department of Transportation to establish a project for the installation of railroad crossing signalization on Woodrow Street east of Virginia Avenue. BE IT FURTHER RESOLVED that the Council of the City of Portsmouth hereby agrees to pay its share (10%) of the total cost for preliminary engineering, right-of-way acquisition, and construction of this project in accordance with Section 33.1-44 of the Code of Virginia (1950), as amended, and that, if the City of Portsmouth subsequently elects to cancel this project, the City of Portsmouth hereby agrees to reimburse the Virginia Department of Transportation for the total amount of the costs expended by the Department through the date the Department is notified of such cancellation."
