Februaqf 25, 2003 <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO AMEND CHAPTER 2 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY ADDING THERETO A NEW ARTICLE XXlX, <br />CONTAINING SECTIONS 2-822, 2-823, AND 2-824, PERTAINING TO THE CRANEY <br />ISLAND STUDY COMMISSION." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />03 - 70 - Adoption of an ordinance to appropriate $116,280 in the Grants Fund to carry <br />out Ready to Read Initiative activities through the Portsmouth Ready to Read <br />Consortium. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to appropriate $116,280 in the Grants Fund to carry out <br />Ready to Read Initiative activities administered by the Portsmouth Ready to Read <br />Consortium. <br /> <br />Purpose and Need: <br /> <br />· The cities of Portsmouth and Norfolk successfully partnered with Square One to <br />receive a Early Learning Opportunities Act (ELOA) grant from the U.S. Child Care <br />Bureau, Administration on Children, Youth and Families, U.S. Department of Health and <br />Human Services. <br /> <br />· The grant will accomplish the following objectives: <br /> <br />- Build a more cohesive infrastructure between Portsmouth <br /> childcare providers and public schools through increased <br /> interaction with day care staffs and public school professionals. <br />- Provide staff training for smaller childcare staffs so that they may <br /> foster children's early reading skills in a developmentally <br /> appropriate manner. <br />- Increase communication and parental interaction among parents <br /> and their school aged children through reading activities. <br /> <br />Financial Impact: <br /> <br />· The City will receive $116,280 in direct expenses and contribute $3,488 of in-kind <br />services. There is no required cash match. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO APPROPRIATE $116,280 IN THE GRANTS FUND TO <br />IMPLEMENT READY TO READ INITIATIVE ACTIVITIES THROUGH THE <br />PORTSMOUTH READY READ CONSORTIUM." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />03 - 71 - Adoption of a resolution requesting the Virginia Department of Transportation to <br />establish a construction project for the installation of railroad crossing signalization on <br />Woodrow Street east of Virginia Avenue. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution requesting the Virginia Department of Transportation to <br />establish a construction project for the installation of railroad crossing signalization on <br />Woodrow Street east of Virginia Avenue. <br /> <br /> <br />
