Februaqf 25, 2003 Motion by Mr. Benn, and seconded by Mr. Whitehurst, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE TO AMEND CHAPTER 2 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (1988) BY ADDING THERETO A NEW ARTICLE XXlX, CONTAINING SECTIONS 2-822, 2-823, AND 2-824, PERTAINING TO THE CRANEY ISLAND STUDY COMMISSION." Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley Nays: None 03 - 70 - Adoption of an ordinance to appropriate $116,280 in the Grants Fund to carry out Ready to Read Initiative activities through the Portsmouth Ready to Read Consortium. Recommendation: · Adoption of an ordinance to appropriate $116,280 in the Grants Fund to carry out Ready to Read Initiative activities administered by the Portsmouth Ready to Read Consortium. Purpose and Need: · The cities of Portsmouth and Norfolk successfully partnered with Square One to receive a Early Learning Opportunities Act (ELOA) grant from the U.S. Child Care Bureau, Administration on Children, Youth and Families, U.S. Department of Health and Human Services. · The grant will accomplish the following objectives: - Build a more cohesive infrastructure between Portsmouth childcare providers and public schools through increased interaction with day care staffs and public school professionals. - Provide staff training for smaller childcare staffs so that they may foster children's early reading skills in a developmentally appropriate manner. - Increase communication and parental interaction among parents and their school aged children through reading activities. Financial Impact: · The City will receive $116,280 in direct expenses and contribute $3,488 of in-kind services. There is no required cash match.
