February 25. 2003 2 (~ 1 2. J. Brewer Moore, 308 Bobby Jones Drive, spoke on a merger of cities in the Hampton Roads area. 3. Mark Geduldig-Yatrofsky; 363 Middle Street, spoke on the community meeting held in January. 4. Ed S. Mizell, 1195 Hodges Ferry Road, spoke on establishing a reading program by the Fire Department for the Partnership for Achieving Successful Schools (PASS) program. 5. Sandra Johnston, 4507 Green Street, spoke on concerns in her neighborhood, the NEAT Summit and Portsmouth Schools. Motion by Mr. G. riffin,~ and seconded by Mr. Pitts, to go into Closed Meeting pursuant to provisions of Section 2.2-3711(A) of the Code of Virginia, to discuss or consider the following: employee personnel matters, as per subsection 1. The subject matter of the meeting includes the performance of individual employees of the City. The purpose of the meeting is to protect public interest by .ensuring confidential discussion of matters which are inappropriate for public diScussion. The motion was adopted by unanimous vote. Motion by Mr. Griffin, and seconded by Mr. Pitts, pursuant to Section 2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and Only such public business matters, as were identified in the motion by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council.
