February 25. 2003 2 (~ 1 <br /> <br />2. J. Brewer Moore, 308 Bobby Jones Drive, spoke on a merger of cities in the <br /> Hampton Roads area. <br /> <br />3. Mark Geduldig-Yatrofsky; 363 Middle Street, spoke on the community meeting held <br /> in January. <br /> <br />4. Ed S. Mizell, 1195 Hodges Ferry Road, spoke on establishing a reading program by <br /> the Fire Department for the Partnership for Achieving Successful Schools (PASS) <br /> program. <br /> <br />5. Sandra Johnston, 4507 Green Street, spoke on concerns in her neighborhood, the <br /> NEAT Summit and Portsmouth Schools. <br /> <br /> Motion by Mr. G. riffin,~ and seconded by Mr. Pitts, to go into Closed Meeting <br />pursuant to provisions of Section 2.2-3711(A) of the Code of Virginia, to discuss or <br />consider the following: <br /> <br />employee personnel matters, as per subsection 1. <br /> <br /> The subject matter of the meeting includes the performance of individual <br />employees of the City. The purpose of the meeting is to protect public interest by <br />.ensuring confidential discussion of matters which are inappropriate for public <br /> diScussion. <br /> <br />The motion was adopted by unanimous vote. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Pitts, pursuant to Section 2.2-3712(D) <br />of the Code of Virginia, certifying that to the best of the Council Members' knowledge <br />during the immediately preceding Closed Meeting of the City Council: <br /> <br />1.
