Recommendation: · Adoption of an ordinance to amend Chapter 2 of the Code of the City of Portsmouth adding Article 29 containing sections 2-822, 2-823 and 2-824 setting forth membership and responsibilities of the Craney Island Study Commission. Purpose and Need: · The Craney Island Study Commission currently exists pursuant to an ordinance that is not part of the City Code and thus is not readily accessible to the public. Its membership is limited to residents of Portsmouth. It is not charged with safeguarding community quality in adjacent neighborhoods. · This action would make the membership and responsibilities of the Commission more accessible to the public by placing the Commission in the City Code, would give the Commission enhanced official status, and would increase its membership by adding the City Manager and three Suffolk residents. Existing Commission members would be continued in office. · The responsibilities of the Commission would be broadened to include considering the effect of Craney Island on adjacent neighborhoods in Portsmouth and Suffolk. · The Commission would be required to make an annual report to City Council. Financial Impact: There is no financial impact.
