February 11, 2003 <br /> <br />· The Juvenile Accountability Incentive Block Grant Program enables the Community <br />Criminal Justice Board to identify and fund services for seriously violent juvenile <br />offenders in Portsmouth. <br /> <br />Financial Impact: <br /> <br />· There is a $5,161 or 10% local match required for a total grant award of $51,613. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO APPROPRIATE $51,613 IN THE GRANTS FUND TO IDENTIFY <br />AND FUND SERVICES FOR SERIOUSLY VIOLENT JUVENILE OFFENDERS IN <br />PORTSMOUTH THROUGH THE JUVENILE ACCOUNTABILITY INCENTIVE BLOCK <br />PROGRAM." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />03 - 46 - Adoption of an ordinance to amend Chapter 22 of the Code of the City of <br />Portsmouth to require the payment of all parking tickets prior to issuance of City decals. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to amend Chapter 22 of the Code of the City of <br />Portsmouth to require the payment of all parking tickets prior to issuance of City decals. <br /> <br />Purpose and Need: <br /> <br />· The City presently has approximately 7,000 outstanding parking tickets. <br /> <br />· This amendment requires the payment of any unpaid parking tickets by Portsmouth <br />citizens before they may obtain their City decals. <br /> <br />· Other localities across the Commonwealth have implemented the same requirement, <br />including the City of Norfolk. <br /> <br />Financial Impact: <br /> <br />· The estimated revenue from unpaid parking tickets is $125,000. We are unable to <br />determine the number of Portsmouth citizens who would be affected by this action. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO AMEND CHAPTER 22 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTION 22-82 THEREOF <br />PERTAINING TO THE ISSUANCE OF CITY DECALS." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />03 - 47 - Adoption of a resolution authorizing the City Manager to enter into a mutual aid <br />agreement with the Hampton Roads regional cities (Chesapeake, Newport News, <br />Norfolk, Portsmouth, Suffolk and Virginia Beach) to share 800 MHz radio communication <br />systems for public safety agencies during emergency situations, disasters or systems <br />failures. <br /> <br /> <br />
