Ed Forlines, 617 London Street, spoke in support of this item. <br /> <br />6. Clyde Toler, 1029 Blair Street, spoke in support of this item. <br /> <br />7. Cecil Buckett, 212 Hatton Street, spoke on traffic control and civic league <br /> notification. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, to concur with the <br />recommendation of the Planning Commission that GHP-03-02 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />(d) S-03-05 <br /> <br />RIVER PARK NEIGHBORHOOD - Ordinance granting the request <br />of the Portsmouth Gardens Apartments, LLC for the closure of <br />Lawrence Circle located off Glasgow Street near Maryview <br />Hospital. The closure is necessary to consolidate Parcel 1 for <br />development purposes. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE CLOSING AND VACATING LAWRENCE CIRCLE." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />(e) GHP-03-01 <br /> <br />RIVER PARK NEIGHBORHOOD - S. L. Nusbaum requests a group <br />housing use permit at 3400 Glasgow Street to include the <br />demolition of 136 units, remodeling of 48 units, and the construction <br />of 132 new units on the existing site. The Comprehensive Plan <br />recommends medium-density residential use. <br /> <br />1. Raymond Jordan, 23 Lawrence Circle, spoke in support of this item. <br /> <br />2. Steve Cooper, 1000 Bank of America Center, spoke in support of this item. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Benn, to concur with the <br />recommendation of the Planning Commission that GHP-03-01 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />- City Manager's Report - <br /> <br />03 - 45 - Adoption of an ordinance to appropriate $51,613 to support the Juvenile <br />Accountability Incentive Block Grant Program. <br /> <br />Through the Juvenile Accountability Incentive Block Grant Program, the <br />Community Criminal Justice Board can identify and fund services for seriously <br />violent juvenile offenders in Portsmouth. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to appropriate $51,613 for the Juvenile Accountability <br />Incentive Block Grant Program. <br /> <br />Purpose and Need: <br /> <br />· The Department of Criminal Justice Services has made available $46,452 in federal <br />funds to support this program locally. <br /> <br /> <br />
