Cecil Buckett, 212 Hatton Street, spoke on traffic control and civic league notification. Motion by Mr. Whitehurst, and seconded by Mr. Moody, to concur with the recommendation of the Planning Commission that GHP-03-02 be approved on first reading, and was adopted by unanimous vote. (d) S-03-05 RIVER PARK NEIGHBORHOOD - Ordinance granting the request of the Portsmouth Gardens Apartments, LLC for the closure of Lawrence Circle located off Glasgow Street near Maryview Hospital. The closure is necessary to consolidate Parcel 1 for development purposes. Motion by Mr. Whitehurst, and seconded by Mr. Moody, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE CLOSING AND VACATING LAWRENCE CIRCLE." Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley Nays: None (e) GHP-03-01 RIVER PARK NEIGHBORHOOD - S. L. Nusbaum requests a group housing use permit at 3400 Glasgow Street to include the demolition of 136 units, remodeling of 48 units, and the construction of 132 new units on the existing site. The Comprehensive Plan recommends medium-density residential use. 1. Raymond Jordan, 23 Lawrence Circle, spoke in support of this item. 2. Steve Cooper, 1000 Bank of America Center, spoke in support of this item. Motion by Mr. Pitts, and seconded by Mr. Benn, to concur with the recommendation of the Planning Commission that GHP-03-01 be approved on first reading, and was adopted by unanimous vote. - City Manager's Report - 03 - 45 - Adoption of an ordinance to appropriate $51,613 to support the Juvenile Accountability Incentive Block Grant Program. Through the Juvenile Accountability Incentive Block Grant Program, the Community Criminal Justice Board can identify and fund services for seriously violent juvenile offenders in Portsmouth. Recommendation: · Adoption of an ordinance to appropriate $51,613 for the Juvenile Accountability Incentive Block Grant Program. Purpose and Need: · The Department of Criminal Justice Services has made available $46,452 in federal funds to support this program locally.
