Recommendation:

· Adoption of a resolution authorizing the City Manager to enter into a mutual aid
agreement with the Hampton Roads regional cities (Chesapeake, Newport News,
Norfolk, Portsmouth, Suffolk and Virginia Beach) to share 800 MHz radio
communication systems for public safety agencies during emergency situations,
disasters or system failures.

Purpose and Need:

· Radio communications are essential to the operations of our public safety agencies
(Police, Fire, EMS and 911 Centers). It is important to these operations to maintain the
highest level of radio system availability as possible. It is also important to provide for
inter-communications between the public safety agencies of the cities during times of
emergency and/or mutual aid.

· This mutual aid agreement permits the sharing of radio system infrastructures in the
Hampton Roads cities during emergency situations, disasters (natural and man-made)
or system failures. In the event a participating city should experience a Public Safety
radio system failure, that city would be granted access to another participating city's
radio system.

Financial Impact:

· There is no financial impact, as localities will use existing radio systems.
