Februar~ 11, 2003 <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution authorizing the City Manager to enter into a mutual aid <br />agreement with the Hampton Roads regional cities (Chesapeake, Newport News, <br />Norfolk, Portsmouth, Suffolk and Virginia Beach) to share 800 MHz radio <br />communication systems for public safety agencies during emergency situations, <br />disasters or system failures. <br /> <br />Purpose and Need: <br /> <br />· Radio communications are essential to the operations of our public safety agencies <br />(Police, Fire, EMS and 911 Centers). It is important to these operations to maintain the <br />highest level of radio system availability as possible. It is also important to provide for <br />inter-communications between the public safety agencies of the cities during times of <br />emergency and/or mutual aid. <br /> <br />· This mutual aid agreement permits the sharing of radio system infrastructures in the <br />Hampton Roads cities during emergency situations, disasters (natural and man-made) <br />or system failures. In the event a participating city should experience a Public Safety <br />radio system failure, that city would be granted access to another participating city's <br />radio system. <br /> <br />Financial Impact: <br /> <br />· There is no financial impact, as localities will use existing radio systems. <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Randall, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO AN <br />AGREEMENT WITH THE CITIES OF CHESAPEAKE, NEWPORT NEWS, NORFOLK, <br />SUFFOLK, AND VIRGINIA BEACH TO SHARE PUBLIC SAFETY 800 MHz RADIO <br />COMMUNICATION SYSTEMS DURING EMERGENCY SITUATIONS, DISASTERS, <br />AND SYSTEM FAILURES. <br /> <br /> WHEREAS, radio communications are essential to the operations of the City's <br />public safety agencies; and <br /> <br /> WHEREAS, it is critical to maintain the highest level of 800 MHz radio <br />communication system availability, particularly during emergency situations, disasters, <br />and systems failures; and <br /> <br /> WHEREAS, the Hampton Roads cities, including the cities of Chesapeake, <br />Newport News, Norfolk, Suffolk, and Virginia Beach, share Portsmouth's need to <br />maintain the highest level 800 MHz radio communication system availability; and <br /> <br /> WHEREAS, the cities of Chesapeake, Newport News, Norfolk, Suffolk, and <br />Virginia Beach wish to enter into a mutual assistance agreement with the City of <br />Portsmouth, that would permit the sharing of 800 MHz radio communication system <br />infrastructures during emergencies, disasters, and system failures. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that the City Manager be, and he hereby is, authorized to enter <br />into a mutual assistance agreement with the cities of Chesapeake, Newport News, <br />Norfolk, Suffolk, and Virginia Beach for the sharing of public safety 800MHz radio <br />communication systems during emergency situations, disasters, or system failures, and <br />to execute such other documents, and take such other actions involving said cities and <br />other governmental entities as may be required to effect such purpose." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br /> <br />
