Februar~ 11, 2003 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, February 11, 2003, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, <br />J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. <br />Randall, City Manager C. W. McCoy, City Attorney G. Timothy Oksman. <br /> <br /> Councilwoman Marlene W. Randall opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve the minutes of a <br />Called Meeting on January 28, 2003, and a Regular Meeting on January 28, 2003, and <br />was adopted by unanimous vote. <br /> <br />03 - 42 - Presentations: <br /> <br />· Proclamation presented to Bertha Edwards for"African-American Month." <br /> <br />· Presentation of special lapel pins to newly appointed Board and Commission <br /> members. <br /> <br />- Public Hearing - <br /> <br />03 - 43 - Public hearing to consider the Southeastern Public Service Authority's (SPSA) <br />proposal to implement a fully automated curbside recycling program in Portsmouth <br />neighborhoods and to explore other viable recycling options. <br /> <br />There were no speakers. <br /> <br />03 - 44 - Public hearing on use permit, group housing and street closure applications: <br /> <br />(a) UP-03-03 <br /> <br />CHURCHLAND NEIGHBORHOOD - Glenn Yates requests a use <br />permit to add 9,016 square feet of living area (18 bedrooms) to an <br />existing assisted living facility known as Churchland House <br />Assisted Care Facility at 4916 West Norfolk Road. The property is <br />zoned office residential (OR-75). The Comprehensive Plan <br />recommends commercial development. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Moody, to concur with the <br />recommendation of the Planning Commission that UP-03-03 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />(b) UP-03-04 <br /> <br />WEST NORFOLK NEIGHBORHOOD - M. O. Marriner Christian <br />Academy requests a use permit to increase enrollment at their <br />childcare center from 40 to 67 children at 6006 Churchland <br />Boulevard. The Comprehensive Plan recommends commercial <br />development. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Ms. Randall, <br />recommendation of the Planning Commission that UP-03-04 be <br />reading, and was adopted by unanimous vote. <br /> <br />to concur with the <br />approved on first <br /> <br />(c) GHP-03-02 <br /> <br />DOWNTOWN NEIGHBORHOOD - Daniel Aston of the Whitmore <br />Company to construct 250 apartments units at 850 Crawford <br />Parkway. The Comprehensive Plan recommends public/quasi- <br />public development. <br /> <br />1. Elizabeth Psimas, 119 High Street, spoke in support of this item. <br /> <br />2. Daniel W. Aston, 1520 West Main Street #204, Richmond, spoke in support of this <br /> item. <br /> <br /> <br />
