December 10, 2002 <br /> <br /> BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the <br />City Manager, acting for and on behalf of the City, is hereby authorized and directed to <br />execute and to deliver a Water Contract with the Western Tidewater Water Authority <br />and the City of Suffolk, dealing with a new raw water transmission main in Suffolk, its <br />ownership, and its use for emergency raw water needs of Portsmouth, and also for <br />other possible purposes. The contract shall be substantially the same as that which is <br />attached hereto, subject to any non-substantial changes which may be approved by the <br />Director of Public Utilities and the City Attorney. <br /> <br /> The City Manager is further authorized and directed, after execution and delivery <br />of the contract, to implement It, and to perform all duties and tasks, and to exercise all <br />rights and obligations, either expressly called for or reasonably implied by it. This <br />authorization includes without limitation the granting of further assurances, the <br />execution of other instruments and legal documents, the conveyance of real and <br />personal property, and the assertion and protection of the City's rights and privileges <br />thereunder." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />02 - 394 - Mr. Griffin offered the following nominations for the following Boards and <br />Commissions: <br /> <br />HAMPTON ROADS PLANNING DISTRICT COMMISSION - ALTERNATE <br /> <br />Scott F. Demharter to be appointed to fill a term with no expiration date, replacing <br />James G. Gildea. <br /> <br />COMMUNITY CRIMINAL JUSTICE BOARD <br /> <br />Scott F. Demharter to be appointed to fill an unexpired term ending June 30, 2004, <br />replacing James G. Gildea. <br /> <br />EMPOWERMENT 2010 GOVERNANCE BOARD <br /> <br />Betty Lamb <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Benn, to close the nominations, and <br />there being no further nominations, the above nominations were adopted by unanimous <br />vote. <br /> <br />02 -395 - Items Submitted by Council Members <br /> <br />Councilman Benn spoke on his prayer and said God Bless Us, Each and Every One, <br />and the City of Portsmouth. <br /> <br />Councilwoman Randall spoke on the National League of Cities, Councilman <br />Whitehurst being elected to National Black Caucus of Local Elected Officials (NBC <br />LEO) and the opportunity to attend the conference. <br /> <br />Councilman Whitehurst spoke on Councilwoman Randall being appointed to the <br />Education Committee for NBC LEO and his appointment to the Environmental <br />Committee. <br /> <br />Councilman Pitts spoke on the Lightrail Tour at the National League of Cities <br />Conference and his delightful ten years of service. <br /> <br />Vice Mayor Griffin thanked the Council and the City of Portsmouth for the <br />opportunity to represent the City on many occasions and for all the accolades won <br />by the City of Portsmouth. He also, spoke on welcoming military organizations to <br />Portsmouth, and congratulated all citizens for standing by Council in their <br />deliberations. <br /> <br /> <br />
