December 10, 2002 <br /> <br />(g) S-02-05 <br /> <br />WEST NORFOLK NEIGHBORHOOD - Ordinance granting the <br />request of A.P.M. Terminals of Virginia, Inc. for the closure of a 30' <br />wide unnamed right-of-way on their property, located in the West <br />Norfolk section of Portsmouth. The Comprehensive Plan <br />recommends industrial of the area. <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE CLOSING AND VACATING A 30' WIDE UNNAMED, UNIMPROVED <br />PAPER STREET ON THE COX PROPERTY IN THE WEST NORFOLK SECTION OF <br />PORTSMOUTH." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />02 - 393 - Adoption of a resolution authorizing the City Manager to execute a contract <br />with Western Tidewater Water Authority (WTWA) and the City of Suffolk for <br />construction, ownership, and use of a new water transmission main. <br /> <br />This will allow for the transmittal of emergency raw water to Portsmouth's lakes <br />from Norfolk's lakes in Suffolk. <br /> <br />Recommendation: <br /> · Adoption of a resolution authorizing the City Manager to execute a contract with <br />Western Tidewater Water Authority (WTWA) and the City of Suffolk for construction, <br />ownership, and use of a new water transmission main. <br /> <br />Purpose and Need: <br /> <br /> · Because of the recent drought, Norfolk agreed to supply Portsmouth with <br />emergency raw water from Norfolk's lakes in Suffolk, with the raw water to be <br />transmitted to Portsmouth's lakes by a new water transmission main to be constructed <br />by Portsmouth. <br /> <br /> · WTWA, Suffolk, and Portsmouth then determined that future water resources for <br />the region could be enhanced if the new main were built to a larger capacity, with the <br />additional construction costs to be paid by WTWA and the new main to be ultimately <br />owned by WTWA. <br /> <br /> · Construction of the enhanced main will impose no additional cost to Portsmouth, <br />will protect Portsmouth's ability to obtain emergency raw water, if ever needed in the <br />future, will benefit future growth of the region, and will create long-term revenue <br />opportunities for Portsmouth. <br /> <br />Financial Impact: <br /> <br /> · There is no additional cost to the City. There are significantly enhanced future <br />revenue opportunities for the City from additional water sales, but the exact amount of <br />that additional revenue cannot be reasonably predicted at this time. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Whitehurst, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING A WATER CONTRACT WITH THE WESTERN <br />TIDEWATER WATER AUTHORITY AND THE CITY OF SUFFOLK, DEALING WITH A <br />NEW RAW WATER TRANSMISSION MAIN. <br /> <br /> <br />
