December 10, 2002 <br /> <br />Councilman Pitts spoke on representing our City at Conferences, and Portsmouth <br />policy for Port Security, which passed in Salt Lake City, Utah and if appropriated the <br />City of Portsmouth will receive 6.3 million dollars for port infrastructure. <br /> <br />Councilman Whitehurst spoke on appointing a Blue Ribbon Committee to review a <br />lightrail in the City of Portsmouth. <br /> <br />02 - 396 - Non-Agenda Speakers <br /> <br />1. Carl Burden, 952B Lincoln Street, spoke on public transportation in the City of <br /> Portsmouth. <br /> <br />2. C. C. Hawkins, 3088 Kenelm Drive, Chesapeake, spoke on restarting Bus Route 57. <br /> <br />3. Elder Shirley Hines, P. O. Box 14536, spoke on the Citizens Press Newspaper, <br /> Fairwood Homes residents and thanked the Legislative Team for a fine document. <br /> <br />4. Valerie Kay Bliss, 62 Decatur Street, spoke on the CAR Appeal at 4205 George <br /> Washington Highway. <br /> <br />Clyde A. Toler, 1029 Blair Street, spoke on the Council doing a good job, invocations <br />at Council meetings to be done by a Pastor or Minister from the City of Portsmouth, <br />and veteran organizations doing the Pledge of Allegiance. <br /> <br />Mayor Holley congratulated the City Clerk, Debra Y. White, on earning her first <br />sustaining level as a Master Municipal Clerk (MMC). <br /> <br />02 - 390 - Motion by Mr. Pitts, and seconded by Mr. Moody, to go into Closed Meeting <br />pursuant to provisions of Section 2.2-3711(A) of the Code of Virginia, to discuss or <br />consider the following: <br /> <br />- the acquisition or real property for a public purpose, as per subsection 3; and <br /> <br />- legal matters requiring the advice of counsel; as per subsection 7. <br /> <br />The subject matter of the meeting include, the possible acquisition and possible <br />sale and development of certain real estate properties for public purposes, and <br />legal matters involving interpretation of the laws of the Commonwealth of <br />Virginia. The purpose of the meeting is to protect the public interest by ensuring <br />frank and confidential discussion of matters for which public disclosure could <br />harm or jeopardize the public interest. <br /> <br />The motion was adopted by unanimous vote. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, pursuant to Section <br />2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br /> requirements by the Virginia Freedom of Information Act, and <br /> <br />Only such public business matters as were identified in the motion by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br /> <br />The motion was adopted by unanimous vote. <br /> <br /> <br />
