DECEMBER 10, 2002 (c) UP-02-26 CEDARFIELD NEIGHBORHOOD - Lewis Fisher requests a use permit to operate a church/counseling/youth center at 4049 Cedar Lane. A portion of the structure will be used for the church, a portion will be used for the office. The Comprehensive Plan recommends commercial development. 1. Darvin Bennett, 2446 Annie Circle, Chesapeake, spoke in support of this item. 2. Lewis Fisher, Jr., 3822 Lamlighter Court, spoke in support of this item. Motion by Mr. Benn, and seconded by Mr. Moody, that agenda item UP-02-26 be denied, and was denied by the following vote: Ayes: Benn, Griffin, Moody, Randall, Whitehurst Nays: Pitts, Holley (d) Z-02-12 HODGES MANOR NEIGHBORHOOD R.D.T. Group Inc., requests rezoning of 5755 and 5801 Portsmouth Boulevard from residential RS-75 to commercial C-1 to allow commercial uses. The Comprehensive Plan recommends single-family residential uses. Motion by Mr. Moody, and seconded by Mr. Benn, to concur with the recommendation of the Planning Commission that Z-02-12 be approved on first reading, and was adopted by a vote of 6-1 (Randall). (e) CP-02-03 RIVER POINTE NEIGHBORHOOD - Portsmouth Port and Industrial Commission requests an amendment to the Comprehensive Plan to allow commercial and residential development on the east side of River Pointe Parkway and extending into the West Norfolk Industrial area adjacent to the Western Freeway. 1. William Crodick, 3314 Broadway Street, spoke in opposition to this item. Motion by Mr. Griffin, and seconded by Mr. recommendation of the Planning Commission that reading, and was adopted by unanimous vote. Whitehurst, to concur with the CP-02-03 be approved on first (f) Z-02-15 RIVER POINTE NEIGHBORHOOD - Gee's Group requests to rezone 62.73 acres on the east side of River Pointe Parkway from planned office park and M-I-K conditional to residential RS-125-K conditional, RM-75-K conditional, and commercial C-2-K conditional. 1. David Gianascoli, 5700 Lake Wright Drive Suite 103, Norfolk, spoke in support of this item. 2. James Overton, 315 Astor Avenue, spoke in support of this item. 3. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke on this item, seeking information about the Chesapeake Bay Preservation Act. 4. William Crodick, 3314 Broadway Street, spoke in opposition to this item. 5. Valerie Bliss, 62 Decatur Street, spoke in opposition to this item. 6. Ed Forlines, 620 High Street, spoke in support of this item. Motion by Mr. Whitehurst, and seconded by Mr. Moody, to concur with the recommendation of the Planning Commission that Z-02-15 be approved on first reading, and was adopted by unanimous vote.
