DECEMBER 10, 2002 <br /> <br />(c) UP-02-26 <br /> <br />CEDARFIELD NEIGHBORHOOD - Lewis Fisher requests a use <br />permit to operate a church/counseling/youth center at 4049 Cedar <br />Lane. A portion of the structure will be used for the church, a <br />portion will be used for the office. The Comprehensive Plan <br />recommends commercial development. <br /> <br />1. Group Inc., <br />requests rezoning of 5755 and 5801 Portsmouth Boulevard from <br />residential RS-75 to commercial C-1 to allow commercial uses. <br />The Comprehensive Plan recommends single-family residential <br />uses. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Benn, to concur with the <br />recommendation of the Planning Commission that Z-02-12 be approved on first reading, <br />and was adopted by a vote of 6-1 (Randall). <br /> <br />(e) CP-02-03 <br /> <br />RIVER POINTE NEIGHBORHOOD - Portsmouth Port and <br />Industrial Commission requests an amendment to the <br />Comprehensive Plan to allow commercial and residential <br />development on the east side of River Pointe Parkway and <br />extending into the West Norfolk Industrial area adjacent to the <br />Western Freeway. <br /> <br />1. William Crodick, 3314 Broadway Street, spoke in opposition to this item. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. <br />recommendation of the Planning Commission that <br />reading, and was adopted by unanimous vote. <br /> <br />Whitehurst, to concur with the <br />CP-02-03 be approved on first <br /> <br />(f) Z-02-15 <br /> <br />RIVER POINTE NEIGHBORHOOD - Gee's Group requests to <br />rezone 62.73 acres on the east side of River Pointe Parkway from <br />planned office park and M-I-K conditional to residential RS-125-K <br />conditional, RM-75-K conditional, and commercial C-2-K <br />conditional. <br /> <br />1. David Gianascoli, 5700 Lake Wright Drive Suite 103, Norfolk, spoke in support of <br /> this item. <br /> <br />2. James Overton, 315 Astor Avenue, spoke in support of this item. <br /> <br />3.
