December 10, 2002 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, December 10, 2002, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, <br />J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. <br />Randall, City Manager C. W. McCoy, City Attorney G. Timothy Oksman. <br /> <br /> Councilman J. Thomas Benn III opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve the minutes of a <br />Called Meeting on November 22, 2002, a Called Meeting on November 25, 2002, a <br />Called Meeting on November 26, 2002 and a Regular Meeting on November 26, 2002, <br />and was adopted by unanimous vote. <br /> <br />02 - 391 - Presentations: <br /> <br />· Proclamation presented to the Portsmouth History Commission for "Portsmouth <br /> Under Five Flags." <br /> <br />· Proclamation presented to Larry Bundy, for Renaissance Portsmouth Hotel and <br /> Waterfront Conference Center Appreciation Month." <br /> <br />· Proclamation presented to Bruce Asberry and the Center for Community <br /> Development, Inc. for "Top Microlender of the Year for 2001 ." <br /> <br />Presentation of the 1st Place Non-Commercial Division Award for the Grand <br />Illumination Parade for the City of Portsmouth Float and 1st Place for the Best 2002 <br />Sparkle Site Olde Towne Portsmouth by Deborah Sterns, President of the <br />Downtown Norfolk Council. <br /> <br />· Presentation of special lapel pins to newly appointed Boards and Commissions <br /> members. <br /> <br />- Public Hearing - <br /> <br />02 - 392 - Public hearing on use permit, rezoning, comprehensive plan and street <br />closure applications: <br /> <br />(a) UP-02-24 <br /> <br />BEECHDALE COMMERCE NEIGHBORHOOD - Penny M. Williford <br />requests a use permit to operate a childcare center at <br />46 Beechdale Road in the Beechdale Commerce Park. The <br />Comprehensive Plan recommends industrial development of the <br />area. <br /> <br />1. James Martin, 200 High Street, attorney for the application, spoke in support of this <br /> item. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Moody, to concur with the <br />recommendation of the Planning Commission that UP-02-24 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />(b) UP-02-25 <br /> <br />DOWNTOWN NEIGHBORHOOD - Sandra Pinnock, representing <br />Teddy Bear Learning Center requests a use permit to operate a <br />child care center and administrative offices at 1504, 1506, and <br />1520 High Street; and 1507 and 1509 Queen Street. The <br />Comprehensive Plan recommends commercial uses in this area of <br />downtown. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Griffin, to concur with the <br />recommendation of the Planning Commission that UP-02-25 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br /> <br />
