November 26, 2002 <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that it hereby expresses its appreciation for the valuable services <br />rendered by the American Red Cross and states its support for the merger of the <br />PortsmouthNVest Chesapeake and the Tidewater Chapters of the American Red Cross <br />and for the anticipated improvements and efficiencies in services and operations for the <br />citizens of the areas affected by the proposed merger." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />02 - 378 - Adoption of a resolution authorizing the City of Portsmouth's 2003 Legislative <br />Proposals to be presented to the Portsmouth Delegation and the members of the Virginia <br />General Assembly. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution authorizing the City of Portsmouth's 2003 Legislative <br />Proposals to be presented to the Portsmouth Delegation and the members of the <br />Virginia General Assembly. <br /> <br />Purpose and Need: <br /> <br />· The 2003 Legislative Proposals contain items specific to the City of Portsmouth and <br />items that will be monitored with Statewide impact. There are six Funding Requests, <br />five Statewide Funding Issues to Monitor and one Policy Issue. <br /> <br />Financial Impact: <br /> <br />· The potential financial impact could be millions of dollars to the City for programs, <br />facilities and services. <br /> <br />· The total impact cannot be accurately assessed at this time. It will however, be <br />noted in the Final Legislative Report, which is prepared following the Veto Session of <br />the General Assembly. <br /> <br />Mark Geduldig-Yatrofsky, 363 Middle Street, spoke on restoring voting rights to <br />those who have served their time for crimes committed. Also, spoke on <br />unacceptable cuts to public education, public safety and suggested designating a <br />Community Meeting as a forum for communicating the legislative issue to citizens. <br /> <br />2. Elder Shirley Hines, 1801 High Street, Suite C, spoke on the opportunity for the <br /> public to review the legislative proposals. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Whitehurst, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY OF PORTSMOUTH'S 2003 <br />LEGISLATIVE PROPOSALS TO BE PRESENTED TO THE PORTSMOUTH <br />DELEGATION AND THE MEMBERS OF THE VIRGINIA GENERAL ASSEMBLY. <br /> <br /> WHEREAS, the Virginia General Assembly deals with a broad range of issues <br />that affect local government both directly and indirectly; and <br /> <br /> WHEREAS, the City of Portsmouth has certain concerns that deal with both <br />Portsmouth specifically and local governments in general; and <br /> <br /> WHEREAS, these concerns need to be made known to Portsmouth's General <br />Assembly Delegation so that they may be transmitted for consideration by the <br />Legislature. <br /> <br /> <br />
