November 26, 2002 <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that it endorses the attached Legislative Proposals for the 2003 <br />General Assembly Session and directs that both this resolution and the Legislative <br />Proposals be forwarded to the Portsmouth General Assembly Delegation." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />02 - 379 - Mr. Griffin offered the following nomination for the Empowerment 2010 <br />Governance Board: <br /> <br />Councilwoman Marlene W. Randall <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Benn, to close the nomination, and <br />there being no further nomination, the above nomination was adopted by unanimous <br />vote. <br /> <br />02 - 380 - Items Submitted by Council Members <br /> <br />Councilman Pitts spoke on the Streetlight Outage Report Form. <br /> <br />Councilwoman Randall spoke on having more public forums to ensure citizens ability <br />to get the any additional information on major developments. <br /> <br />Councilman Moody spoke on the cooperation between Dominion Virginia Power and <br />the City of Portsmouth for the Streetlight Outage Program. <br /> <br />Councilwoman Randall spoke on the Mayor's Ball and asked for cooperation and <br />approval on all endeavors. <br /> <br />Councilman Whitehurst spoke on the usage of city employees for the Mayor's Ball. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Ms. Randall, to make the Mayor's <br />Ball a City event and to release the City Manager to work on this as a City Project. <br /> <br /> Motion was withdrawn by Councilman Whitehurst. Mayor Holley stated a <br />discussion will be held at the Public Work Session, Tuesday, December 10, 2002. <br /> <br />Councilman Moody thanked the City Manager for having the Portsmouth <br />Redevelopment and Housing Authority HOPE VI presentation. <br /> <br />Vice Mayor Griffin spoke on the cooperative meeting with the School Board. <br /> <br />02 - 381 - Non-Agenda Speakers <br /> <br />Elder Shirley Hines, 1801 High Street, Suite C, spoke on people being arrested for <br />not paying their business license fees and about School Board meetings being <br />televised. <br /> <br />2. Ed Forlines, 620 High Street, spoke on the lack on Police Officers on the street in <br /> the downtown area and the leadership in the Police Department. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to go into Closed Meeting <br />pursuant to provisions of Section 2.2-3711(A) of the Code of Virginia, to discuss or <br />consider the following: <br /> <br /> - discuss the appointment of specific public officers, as per subsection 1, and <br />legal matters requiring the advice of legal counsel, as per subsection 7. <br /> <br /> <br />
