November 26, 2002 <br /> <br />02 - 377 - Adoption of a resolution supporting the merger of the Portsmouth/Chesapeake <br />Chapter and the Tidewater Chapter of the American Red Cross. <br /> <br />The proposed merger will ensure that service delivery remains at high levels and <br />will centralize those functions where economy of scale provides efficiencies and <br />improvement in services. The proposed new name is the Southeastern Virginia <br />Chapter. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution supporting the merger of the Portsmouth/West Chesapeake <br />Chapter and the Tidewater Chapter of the American Red Cross. <br /> <br />Purpose and Need: <br /> <br />· The American Red Cross determined that Chapters in Southeastern Virginia should <br />consider merging to ensure that service delivery remains at high levels throughout the <br />service area and to centralize those functions where economy of scale provides <br />efficiencies or an improvement in service. <br /> <br />· After one year of consolidation study among five of the seven local Chapters, it was <br />decided that the probability of a merger between the Tidewater Chapter and the <br />Portsmouth/west Chesapeake Chapter had the greatest likelihood of success. The <br />merger would be effective January 1,2003. <br /> <br />· The Portsmouth/west Chesapeake Chapter serves the City of Portsmouth, the <br />Western boroughs of the City of Chesapeake, the City of Franklin and Southampton <br />County. The Tidewater Chapter serves the cities of Norfolk, Virginia Beach, and the <br />eastern boroughs of the City of Chesapeake. <br /> <br />· The Southampton County and Franklin Service Delivery Unit will continue to be <br />supported by the merged Chapter. The Portsmouth office will remain open and <br />continue to be a full service location though the potential for the physical location to be <br />moved out of the flood zone exists. <br /> <br />· The proposed name for the new Chapter is the Southeastern Virginia Chapter. <br /> <br />Financial Impact: <br /> <br />· There is no financial impact to the City of Portsmouth. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Ms. Randall, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION SUPPORTING THE MERGER OF THE <br />CHESAPEAKE AND THE TIDEWATER CHAPTERS OF <br />CROSS. <br /> <br />PORTSMOUTH/ WEST <br />THE AMERICAN RED <br /> <br /> WHEREAS, the Portsmouth/west Chesapeake Chapter of the American Red <br />Cross serves the Cities of Portsmouth and Franklin, the western boroughs of the City of <br />Chesapeake, and Southampton County; and <br /> <br /> WHEREAS, the Tidewater Chapter of the American Red Cross serves the Cities <br />of Norfolk and Virginia Beach and the western boroughs of the City of Chesapeake; and <br /> <br /> WHEREAS, these two chapters have determined that they should merge in order <br />to ensure that service delivery remains high within their respective service areas and to <br />centralize those functions where the economies of scale would result in more efficient <br />operations or in an improvement in service. <br /> <br /> <br />
