November 26, 2002 <br /> <br />· Designated zones for parking meters have been updated and coordinated with the <br />renaming of parking garages. <br /> <br />· The hours for parking on "Mall and Limited Access Streets," in metered and <br />unmetered spaces, and for special event parking as identified in this ordinance have <br />been changed from 9:00 a.m. to 8:00 a.m. (through 6:00 p.m.) on days other than <br />Saturdays, Sundays, and legal holidays as declared and observed by the City Council. <br /> <br />· This ordinance also identifies all parcels owned or leased by the City and the <br />Parking Authority that are designated as City unmetered off-street parking lots and <br />garages. <br /> <br />Financial Impact: <br /> <br />· There will be minimal financial impact with the adjustment in metered parking hours <br />beginning at 8:00 a.m. rather than 9:00 a.m. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Benn, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO AMEND CHAPTER 22 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTIONS 22-536, 22-601, <br />22-613, 22-631, 22-643, 22-661, AND 22-662 THEREOF PERTAINING TO MALL AND <br />MALL TRANSIT STREET AND TO METERED AND UNMETERED STREETS, <br />PARKING GARAGES, AND LOTS." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />02 - 376 - Adoption of an ordinance to appropriate $1,250,000 from the Capital <br />Improvements Fund for urban funds to be received from the Virginia Department of <br />Transportation for improvements to Victory Boulevard from 1-264 to Greenwood Drive. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to appropriate $1,250,000 in the Capital Improvements <br />Fund from urban funds to be received from the Virginia Department of Transportation for <br />improvements to Victory Boulevard from 1-264 to Greenwood Drive. <br /> <br />Purpose and Need: <br /> <br />· Improvements to Victory Boulevard are included in the Virginia Department of <br />Transportation Plan. Because the City will be administering the design and construction <br />of this project, the City will incur the expense of the project and be reimbursed by VDOT <br />per our City/State agreement. <br /> <br />· The funds requested will allow the project to proceed to the point of purchasing right- <br />of-way. <br /> <br />Financial Impact: <br /> <br />· This project is funded with 98% State funds and 2% City funds. The City's share of <br />the funding has previously been appropriated. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO APPROPRIATE $1,250,000 IN THE CAPITAL IMPROVEMENTS <br />FUND FOR IMPROVEMENTS TO VICTORY BOULEVARD." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br /> <br />
