November 26, 2002 <br /> <br />3. That this use permit is approved subject to the following conditions: <br /> <br /> (a) <br />the home. <br /> <br />All employees of the family day care home shall be full-time residents of <br /> <br /> (b) The occupancy of the family day home may not exceed eight (8) children <br />at any one time. <br /> <br />(c) The age range of the children shall be from infants to five (5) years of age. <br /> <br /> (d) Indoor hours of operation shall be limited to the hours between 6:00 a.m. <br />to 6:00 p.m., Monday through Friday. <br /> <br /> (e) Outdoor play hours shall be limited to the hours between 8:00 a.m and <br />6:00 p.m., Monday through Friday. <br /> <br /> (f) <br />in height. <br /> <br />The outdoor play area shall be enclosed with fencing at least four (4) feet <br /> <br /> (g) The applicant shall maintain a minimum of two (2) off-street parking <br />spaces for the family day care home. <br /> <br /> (h) No on-street parking for drop off/pick up of children associated with the <br />family day home shall be permitted. <br /> <br /> (i) The center shall comply with the submitted floor and site plan on file in the <br />Planning Department offices. <br /> <br /> (j) The applicant shall provide an approved plan to store, handle and remove <br />trash/garbage on-site. <br /> <br /> (k) The center shall submit to all required inspections by the City's Fire <br />Prevention Bureau, Public Health Department and Building Official. This shall include an <br />initial inspection prior to the opening of the business and annual inspections thereafter. <br /> <br /> (I) The applicant shall comply with all applicable codes, ordinances, and <br />regulations of federal, state and local governments and shall obtain and maintain all <br />necessary licenses and permits. <br /> <br /> 4. REVOCATION OF PERMIT: Violation of any of the above conditions may <br />serve as grounds for revocation of the permit by the City Council." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />02 - 375 - Adoption of an ordinance to amend Chapter 22 of the Code of the City of <br />Portsmouth pertaining to the City's parking meters and parking lots. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to amend Chapter 22 of the Code of the City of Portsmouth <br />related to the enforcement schedule of parking meters and designated areas of parking <br />meters and Parking Authority lots. <br /> <br />Purpose and Need: <br /> <br />· This ordinance will bring the parking inventory listed in the City Code of the Parking <br />Authority up to date and will extend the hours for which parking meters are to be in use <br />in designated zones. <br /> <br />· The definition of"Mall and Limited Access Streets" has been updated due to <br />construction of the new portion of Middle Street. <br /> <br /> <br />
