With your approval, the remaining balance in the <br />Public Utilities Capital improvements Fund will be $880,065." <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. King, to adopt <br />the following ordinance, and was adopted by the following vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $284,000.00 FROM THE PUBLIC <br />UTILITIES CAPITAL IMPROVEMENTS FUND FOR PRELIMINARY DESIGN WORK <br />FOR FACILITIES NEEDED AT THE LAKE KILBY WATER TREATMENT PLANT." <br /> <br />Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb <br />Nays: None <br /> <br /> Motion by Mr. Epperson, and seconded by Mr. Clemons, to <br />award the contract for the preliminary design and chloramine <br />disinfectant work to CH2M-Hill and to authorize the City <br />Manager to execute the contract, and was adopted by unanimous <br />vote. <br /> <br />94-124 - Letter from the City Manager recommending adoption of <br />an ordinance to appropriate $175,000 from the Public Utilities <br />Capital Improvements Fund for part of the City's Master <br />Infrastructure Rehabilitation Program. <br /> <br /> "Most of Portsmouth's neighborhoods built prior to 1956 <br />are served by a unique vacuum sewer system (only Norfolk and <br />New Orleans have similar systems). Sewage flows by gravity <br />into neighborhood"suction wells" where the sewage is stored <br />and then conveyed to a central pumping stationby vacuum, in <br />Portsmouth, up to ten neighborhood "suction wells" are serviced <br />by one central pumping station allowing for a very cost <br />efficient operation. Eleven of the systems' twenty-seven <br />"suction wells" are of the so-called "J" type design and were <br />constructed in the 1925-1927 period. These "J" type "suction <br />wells" are showing significant deterioration due to almost 70 <br />years of exposure. <br /> <br /> A phased rehabilitation of the "suction wells" is part of <br />the City's Master Infrastructure Rehabilitation Program.. .The <br />Director of Public Utilities is requesting the appropriation of <br />$175,000 of the $450,000 earmarked this year for infrastructure <br />improvements to rehabilitate four of the "J" type wells. These <br />four wells are located at'the intersections of: ColLunbia St. <br />and Williamsburg Ave., Douglas Ave. and Commerce St., Jefferson <br />St. and. Green St:, and Florida Ave. and Bayview B%vd. Ea?h <br />rehabilitation will include replacement of the br~ck portion of <br />the well with a new corrosion resistant concrete structure; new <br />access hatch; new interior corrosion resistant piping; the <br />installation of new valving and an emergency bypass assembly; <br />as well as necessary street repairs. <br /> <br /> I concur with this request and recommend approval of the <br />appropriation of $175,000 for the suction wells' rehabilitation <br />project.
