ADril 12, 1994 <br /> <br />381, <br /> <br /> "The School Board of .the City of Portsmouth is requesting <br />City Council to, appropriate $1,244,824 from the Capital <br />Improvement Program for various capital improvement and <br />maintenance projects. A copy of the request is attached, as is <br />a list of projects for your information. Funds are available <br />for this request within the CIP from past year's authorization <br />as well as the present year. <br /> <br /> I, therefore, recommend approval of this request. Upon <br />your approval of this appropriation, the balance in the CIP will <br />be $16,756,116." <br /> <br /> Motion by Mr. King, and seconded by Mr. Hawks, to adopt <br />the following ordinance, and was adopted by the following vote: <br /> <br /> "ORDINANCE TO APPROPRIATE $1,244,824.00 FROM THE CAPITAL <br />IMPROVEMENTS FUND FOR CAPITAL iMPROVEMENT AND MAINTENANCE <br />PROJECTS AT PORTSMOUTH PUBLIC SCHOOLS." <br /> <br />Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb <br />Nays: None <br /> <br />94-123 Letter from the City Manager recommending adoption of <br />an ordinance to appropriate $284,000 from the Public Utilities <br />Capital Improvements Fund for preliminary design work facilities <br />needed at the Lake Kilby Water Treatment Plant. <br /> <br /> · Last year the-Department of Public Utilities undertook a <br />major pilot plant program at Portsmouth's Lake Kilby Water <br />Treatment Plant. The major goals of this program were to: <br /> <br /> * Select and actually test on Portsmouth's water, new <br />treatment processes necessary to insure compliance with the <br />U.S.E.P.A.'s ~unended regulations to the Safe Drinking Water Act. <br /> <br /> * Develop the necessary operations criteria for the actual <br />desitin of the new treatment processes that will be required. <br /> <br /> While some elements of the pilot plant program are still <br />on-goingi the Director of Public Utilities has advised me that <br />enough is known now for Portsmouth to proceed with the <br />preliminary design of the new processes that will be required to <br />meet the effective date of the E.P.A. requirements. The <br />Director of Public Utilities has also proposed a schedule <br />(attached) that will allow Portsmouth to achieve compliance <br />on-time but in a phased, cost effective manner. <br /> <br /> The Director of Publi= Utilities has requested an <br />appropriation of $284,000 for the preliminary design effort. <br />While the majority of this effort will be aimed at the <br />preliminary design of the facilities (to the 25% stage) and the <br />development of good cost estimates for the actual physical <br />construction to come, a portion of the funds ($97,231) is <br />allocated towards changing Portsmouth's primary water <br />disinfectant from chlorine to chloramines (a mixture of chlorine <br />and ammonia). <br /> <br /> It has been Council's past direction to move in a phased, <br />deliberate and well thought out manner in addressing <br />Portsmouth's compliance with evolving water regulations. I <br />believe that the plan presented by the Director of Public <br />Utilities meets this criteria and is in keeping with our <br />stewardship of Portsmouth's water resources. <br /> <br /> <br />
