April. 12,'~994 <br /> <br /> At a Regular Meeting <br />April 12, 1994, there were <br /> <br />Council held on Tuesday, <br /> <br /> Mayor Gloria O. Webb, Vice Mayor Lee E. King, Johnny M. <br />Clemons, John H. Epperson, Bernard D. Griffin, Sr., James C. <br />Hawks, Cameron C. Pitts, V. Wayne Orton, City Manager, Stuart <br />E. Katz, City Attorney. <br /> <br /> Julius Gorham, 4th grade student, Parkview Elementary <br />School, opened the meeting with prayer which was followed by <br />the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Webb called the meeting to order and welcomed all in <br />attendance. <br /> <br /> Motion by Mr. King, and seconded by Mr. Epperson, the <br />minutes of a Called Meeting on March 21, 1994; a Regular <br />Meeting on March 21, 1994; a Called Meeting on March 22, 1994; <br />a Regular Meeting on March 22, 1994; and a Called Meeting on <br />April 5, 1994, be approved, and was adopted by unanimous vote. <br /> <br />94-115 - Procla~nation presented to Mrs. Byron Eberly for "Arbor <br />Day". <br /> <br />94-116 - Proclamation presented to Paul M. Honaker, Old <br />Dominion Lodge %5, for "Living Legacy Week". <br /> <br />94-117 - Proclamation presented to William Stallings, <br />Intervention Specialist, Portsmouth Public School for "Violence <br />Awareness Week". <br /> <br />94-118 - Proclamation presented to Foy Lassiter and Dispatcher <br />Judy McGinnley, for "Public Safety Telecommunicators Week". <br /> <br />94-119 - Proclamation presented to Harry L. Short, Director of <br />Operations for Administration and Housing for Portsmouth <br />Redevelopment and Housing Authority for "Fair Housing Month". <br /> <br />94-120 Proclamation presented to Tripp Ritchie, Chairman of <br />the Portsmouth Area II Special Olympics, for "Special Olympics <br />Day". <br /> <br />94-121 - Non-Agenda Speakers <br /> <br />1. B. D. Wood, 6140 Whaleyville Boulevard, Suffolk, VA, spoke <br />on the Police and Fire Retirement System and an increase in <br />base pay for retirees. <br /> <br />2. Lloyd Beazley, 3186 Reese Drive, representing the <br />Professional Firefighters Local 539. <br /> <br />3. Helen Person, 1314 Green Street, spoke on lead in Washington <br />Park. <br /> <br />4. Angela Schleeper, 219 Mohican Drive, spoke on the noise <br />level at the new Ebony Showcase on Airline Boulevard. <br /> <br />CITY MANAGER'S REPORT <br /> <br />94-122 Letter from the City Manager recommending adoption of <br />an ordinance to appropriate $1,244,824 from the Capital <br />Improvements Fund for capital improvement and maintenance <br />projects at Portsmouth Public Schools. <br /> <br /> <br />
