<br /> First. Matters adopted by Common Council March 10th and referred to Board of Atdermen for
<br /> concurrence.

<br /> To appropriate $125 for eatchlng dogs. 0oncurred in.
<br />
<br /> To make notes for ~15,000 to meet current expenses for April. 0oncurred in.
<br />
<br /> To allow policeman, L. 0. Ellfott, $9.03 for four days lost from duty during January,
<br /> aesount of sickness. Ooncurred in.
<br />
<br /> To appropriate $110 for repairs to roof of the Sewer Power House and putting a ventilator
<br /> thereon. Not concurred in, but referred that matter to Joint Public Property 0ommittee and the
<br /> Oity Engineer; and this action of the Board was agreed to by the 0ommon
<br />
<br /> Also, the Board did not concur in recommendation of the ~Inance 0ommittee in regard to month-
<br /> ly expenditures by a department. Ne further action was taken thereon by this body.

<br /> Second. Matters adopted by Board of Aldermen April 9th and ~eferred to 0ommon 0ouncil for
<br /> consurrence.
<br />
<br /> The ~oense Tax 3ill, and ~he tax on Heal 3state, Tangible ~ersonal Property and :.T.~tangible
<br /> Personal Personal Property for the year of t908-9, as adopted in joint session by the two branches
<br /> April 9th. Ooneurred in by the following vote:

<br /> Ayes--Hall, John H., Dashiell, Hanvey, ~arren, 0orbitt, ~elton, H~ll, J. H. Jr.,
<br /> Johnson, Leigh, Buchanan, Oulpepper, Withy, Hawks, 13.
<br /> Except as to the inereased~tax of $100 on barrooms and retail liquor stores, on
<br /> which increase Messrs. Dashiell and Johnson voted no, 2.

<br /> Third. Oommunications from the Mayor.
<br /> =The Oouncil:- "Portsmouth, Va., 15th of April, 1908.

<br /> "Gentlemen:-
<br /> ~The 0hief of Police and other members of the police force inform
<br /> me that there is more or less disorder at late hours of the night in and around ~ pool roof for
<br /> colored persons located on Green street, and I am of the opinion that it would be well for the
<br /> peace and quiet of the 0ity, as well as for the morals of the minors patronizing this and other~
<br /> pool rooms, if your Honorable body would enact an ordinane~ closing pool rooms at or before mid-
<br /> night and prohibiting minors under the age of eighteen from entering such rooms.

<br /> On motion, the recommendation of the Mayor was referred to the Joint Ordinance Committee°

<br /> The ~.~layor returned also his approval to the following ordinance and resolutions adopted by
<br /> the two branches March 10th and l?th:

<br /> Ordinance--To authorize the issue of Thirty Thousand Dollars of School Bonds, One Hundred and
<br /> Ten Thousand Dollars of Sewerage Bonds, and Thirty Thousand Dollars of Paving and Street Improve-
<br />
<br /> ment Bonds.
<br /> Res~lutions--
<br /> To authorize the Joint Street Committee to spend $175, out of its regular ap-
<br />
<br />propriation, for purchase of a street sprinkler; to spend $825, out of Fifth Ward i~nds, for the
<br />paving of Villa street on the south side, and one block on B street, between 0coke and Armstrong
<br />streets; to spend $190, out of its regular appropriation, for repairs on Second street, between
<br />.Henry and Randolph, and for other work on Second and Harrison streets; $o spend $280, out of its
<br />regular appropriation, for catch-basins, drain pipes, &c., at intersect!on of Harrison and Second
<br />streets.
