Marjory James, 3911 Turnpike Road, spoke on the proposed <br />code amendment pertaining to adult uses. <br />2. Frederick House, 20 Aylwin Crescent, spoke on the proposed <br />code amendment pertaining to adult uses. <br />3. Andrew Constantinides, 5109 Garner Avenue, spoke on the <br />proposed code amendment pertaining to adult uses.. <br />(b) Motion by Mr. Hawks, and seconded by Mr. King, the <br />following ordinance, approved on first reading at the Public <br />Hearing on April 11, 1994, be adopted and was adopted by the <br />following vote: <br /> <br /> ..AM ORDINANCE TO AMEND CHAPTER 40 OF THE CODE OF THE CITY <br />OF PORTSMOUTH, VIRGINIA (1988), BY AMENDING SECTIONS 40-22 AND <br />40-43.4 AND TABLES 40-43.1-2 AND 40-43.1-3 THEREOF AND BY <br />ADDING DIVISION 3 TO ARTICLE VIII THEREOF, PERTAINING TO ADULT <br />USES." <br /> <br /> Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb <br /> Nays: None <br /> <br /> Motion by Mr. Hawks, and seconded by Mr. King, to a~end <br /> the use permit guidelines clause for the footage from the <br /> nearest property line of any land in any residential zone from <br /> 500 feet to 700 feet, and was adopted by the following vote: <br /> <br />Ayes: Clemons, Griffin, Hawks, Pitts, Webb <br />Nays: Epperson, King <br /> <br /> Motion by Mr. Hawks, and seconded by Mr. King, to amend <br />the use permit ~uidelines to allow the 3200 block of George <br />Washington Highway for a concentrated adult use, and was <br />adopted~by the following vote: <br /> <br />Ayes: Griffin, Hawks, King, Pitts <br />Nays: Clemons, Epperson, Webb <br /> <br />CITY MANAGER'S REPORT <br /> <br />94-152 - Letter from the City Manager recommending adoption of <br />an ordinance to appropriate $200,000 from the Capital <br />improvements Fund for storm drainage system repairs, and award <br />of the contract to Tri-State utilities. <br /> <br /> "Funds are included in FY 93-94 of the 1993-98 Capital <br />Improvement Plan for the repair of cave-ins in the City's <br />existing storm drain system. Due to the age of the storm <br />drainage infra-structure, a considerable number of cave-ins <br />have occurred on existing pipes that need to be repaired. <br /> <br /> <br />
