Dr. Gladstone Hill, 405 Shenandoah Street, spoke against the <br />closure of the Fine Arts Museum. <br /> <br />5. Michael Strickland, 3436 Miars Farm Circle, representing the <br />Portsmouth Community Concerts, Inc., requested funding of <br />$2,500 for the Portsmouth Community Concerts, Inc., in the <br />94/95 budget. <br /> <br />6. Gail Bishop, 219 York Drive, spoke on need for more police <br />officers and a secretary for the Crime Prevention Unit at <br />Fairwood Homes. <br /> <br />7. Eddie Butler, 5632 Gregory Court, spoke on his appreciation <br />of funding provided for the Endependence Center, Inc. <br />8. Barbara Vincent, 461 Dinwiddie Street, spoke on the need for <br />more police officers and against the closure of the Fine Arts <br />Museum. <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Griffin, to <br />suspend the rules of order and allow Barbara Vincent two <br />additional minutes to speak, and was adopted by unanimous vote. <br /> <br />9. Lloyd Beasley, 3186 Reese Drive, spoke in favor of the <br />budget and requested an increase to the Emergency Medical <br />Technician (EMT) allowance. <br /> <br />10. J. Brewer Moore, 308 Bobby Jones Drive, spoke in opposition <br />to the budget. <br /> <br />11. Joe Pendleton, spoke on the need for more police officers. <br /> <br />12. Gerry McCants, 1048 Ann Street, requested a copy of the <br />budget for his review. <br /> <br />13. Frederick House, 20 Aylwin Crescent, spoke in favor of a <br />tax increase for more police officers. <br /> <br />- Unfinished Business <br /> <br />94-110 - Use permit and code amendments: <br /> <br />(b) Motion by Mr. King, and seconded by Mr. Pitts, the <br />following resolution, approved on first reading at the Public <br />Hearing meeting of April 11, 1994, was adopted and by the <br />following vote: <br /> <br /> .,RESOLUTION GRANTING A USE PERMIT TO OPERATE A CHILD DAY <br />CARE SERVICES FACILITY AT 2874 HIGH STREET. <br /> <br /> WHEREAS, the STOP Organization has made application <br />pursuant to Section 40-43.1 of the Code of the City of <br />Portsmouth, Virginia (1988) as amended, for granting of a use <br />permit to operate a child day care services facility at 2874 <br />High Street, Portsmouth, Virginia; and <br /> <br /> WHEREAS, the applicant and the planning Director have <br />done all things required to be done in connection with said <br />application; and <br /> <br /> W~EREAS, the Planning Commission has recommended the <br />granting of said use permit, with conditions. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia: <br /> <br /> <br />
