~1994 <br /> <br /> At a Re~ular~Meeting of the City Council held <br />April 26, 1994, there were present= <br /> <br />on Tuesday, <br /> <br /> Mayor Gloria O. Webb, Vice Mayor Lee E. King, Johnny M. <br />Clemons, John H. Epperson, Bernard D. Griffin, Sr., James C. <br />Hawks, Cameron C. Pitts, V. Wayne Orton, City Manager, Stuart E. <br />Katz, City Attorney. <br /> <br /> Reverend Robert L. Windley, Sr., Christian Antioch Church <br />of God and Christ, opened the meeting with prayer which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Webb called the meeting to order and welcomed all in <br />attendance. <br /> <br /> Motion of Mr. Epperson, and seconded by Mr. King, the <br />minutes of a called meeting on April 11, 1994; a Regular Meeting <br />on April 11, 1994; a Called Meeting on April 12, 1994; and a <br />Regular Meeting on April 12, 1994, be approved, and was adopted <br />by unanimous vote. <br /> <br />94-143 - Proclamation presented to Robert B. Daughtrey, City <br />Clerk for the City of Norfolk/President of the Virginia <br />Municipal Clerk's Association, for "Municipal Clerk's Week". <br /> <br />94-144 - Proclamation presented to Martin Bullock, <br />Commonwealth's Attorney, for "Victim Rights Week". <br /> <br />94-145 Proclamation presented to Daniel Dickenson, III, <br />Portsmouth Bar Association for "Law Day U.S.A.". <br /> <br />94-146 - Proclamation presented to L'Rees J. Morris, Chairman, <br />Portsmouth Music Study Club, for "National Music Week". <br /> <br />94-147 Proclamation presented to Sue Burton, Chairman of the <br />City Manager's Communications Task Force on behalf of all City <br />of Portsmouth employees for "Public Service Recognition Week". <br /> <br />94-148 Presentation of a special lapel pin to a newly <br />appointed Board and Commission member. <br /> <br />94-149 - Non-Agenda Speakers <br /> <br />1. Kerry Schleeper, 219 Mohican Drive, spoke on the loud noise <br />from the Ebony Showcase on Airline Blvd. <br /> <br />2. Mrs. Kenneth McMillian, 303 Mohican Drive, spoke on the loud <br />no~se from the Ebony Showcase on Airline Blvd. <br /> <br />3. Calvin Bryan, 213 Mohican Drive, spoke on the loud no~se <br />the Ebony Showcase on Airline Blvd. <br /> <br />4. Joyce Miller Copeland, 2302 8th Street, spoke on concerns for <br />ministers. <br /> <br />5. Louis Whitehead, 4415 County Street, complimented the General <br />Services Department for quick response to his concerns. <br /> <br />6. Joan Sivils, 5804 Campbell Street, spoke on lead in <br />Washington Park. <br /> <br />- PUBLIC HEARINGS <br /> <br />94-150 - Public Hearing on the City Operating Budget and Tax <br />Rates for Fiscal Year ending June 30, 1995. <br /> <br />1. Willard Stanbeck, Chairman, Municipal Finance Commission, <br />spoke in favor of the proposed budget. <br /> <br /> <br />
