lt'ep <br /> <br />November 10, 1908. <br /> <br />Second. <br /> <br />Matters adopted by Beard of Aldermen September%5th and referred to Gommon Oouncil for <br />The appointment efa special committee to eonsdder the. advisabdlity of acquiring "Gan- <br /> <br />der Creek Marsh," <br /> <br /> Moreover, The Board adopted a recommendation <br />extending ~'ashington street northward, which said <br />oil November 13th. <br /> <br />to be filled up, dc., as a play ground~for children, gonourred in November 10th. <br /> of its Finance Gommittee to appropriate $8,000 for <br /> recommendation had been rejected by the 0ommon Ooun- <br /> <br />On motion of Mr. Brinson, <br />next--regular meeting of the body. <br /> <br /> Third. 0ommunicatiens from the Mayor. <br /> <br /> "The Oouncil:- <br /> "Gentlemen:- <br /> <br />further action by the Oommon 0ouncil on this matter was deferred to <br /> <br />"t?th., Ney., 1908. <br /> <br /> "I was informed today by a member of your honorable body that the <br />Norfolk& Portsmouth Traction 0o. would net consider or submit a proposition for supplying electric <br />lights and power separate from the proposition it has submitteA which combines both amendments to the <br />trolley franchise and a fra~chdse for lights and power. <br /> "I would, therefore, respectfully suggest that the State 0erpora$ion 0ommission be asked to fix <br />the charges to be made by the~Trac%ien Ce, for lights and power now supplied the citizens, and the <br />charges to' be made for street/lights at ~he expiration ef the presen~ contract. <br /> "Section 156 (b) ef the State Constitution provides ~hat the 0orporatien Oommission shall fix <br />oharge~ ~f public service corporations and prevent unreasonable discrimination. <br /> "~here is no reason why this city sheuld not enjoy practically as low charges for lights and pew- <br />er as the Oity ef Norfolk, and I believe that when the mttter is investigated by ~he Osrporatiom 0em- <br />mission it will fix charges that will be acceptable te the Oity~ ' <br /> - "~ would further suggest tha~ bids be asked for~pplying street lights,.fe.r a fz~uehise for sup- <br />plying commercial and residence liEhts and power, and ~hat b~ds for same be ~'et opened for at least <br />sixty days after asked for. Also that the 0ommittee f~lly inve~tigate establishing a municipal tight- <br />lng plant. <br /> "If the rates fixed by ~he Gerperation Oommission should be higher than the Oit~y c~n secure lights <br />from other sources than from the ~rac~i~n Go., then i~ need net accept such rates. <br /> ~I am making these suggestions now because it will, no doubt, ~ake some time for the Oorpora- <br />tien Oemmission to fix the rates, and the Oi%y Should net delay and thus prevent outsiders, or the <br />~ity, from having time to establish a plant before the expiration of the present contract for light- <br />ing ~he streets. <br /> ~Respectfully, <br /> ~J. Davis Reed. ~yor." <br /> <br /> On motion, the communication was referred to the Joint Light Oo~mittee. <br /> <br /> The Mayor returned his approval also ~Io the fo21owing resolutions and ordinances adopted by <br /> <br />the ~we branches of Geuncil 0c%ober 13th and 20th: <br /> <br />To appropriate $2,000 for purchase of crushed stone. <br /> <br />To appropriate $125 for a fire-alarm-box at the Kin'gs Daughters' Hospital. <br />To reimburse the "contingent fund" at Pslice Headquarters, $58.40. <br /> <br /> Te authorize the Treasurer te make notes to meet current expenses for October, 1908, <br /> <br /> For benefit of Mrs. N. S. Winindger, widow of Policeman Winindger, $70.00. <br /> <br /> To pay a bill contracted by the 0ity Attorney for printing, dc., for the 0curt ef Appeals, <br />the case of A~ie E Houseman vs. the Oity, $151.50. <br /> <br /> To transfer to'the Sinking ~und part of proceeds from sale of Sewerage Bonds, $9,962.14. <br /> To award a con~ract to Lewis Dawson <br /> <br />rified bricks, at $2.28 per sq. Yard. <br /> <br />$10,000, <br /> <br />in <br /> <br />te pave No=th, Niddle'and~incoln streets with Mack A vit- <br /> <br /> To emp!ey a nurse for the sic~ at the Almshouse, at $15 per month. <br /> <br /> Au ordinance authorizing the Board ef Health to contract for the remova~ <br />the Oity. <br /> <br />of dead animals from <br /> <br /> An ordinance te prohibit the spitting on sidewalks, the fleers of public buildings, street cars <br />and ~ther public conveyances. <br /> <br /> The regular reports of Officers for the month of October were presented and were ordered te <br />take the usual e.ourse. <br /> <br /> A communication was read from the. 0ityEngineer in answer to-a request made of him October 1~, <br />say what hah ad done about fixing the lines of "Potters Field."
