<br /> The lights shall be turned on every night between sunset and 30 minutes after sunset, and off
<br />
<br />the following morning, between sunrise and 30 minutes before
<br />United States Observatory Standard Time for this latitude.

<br /> 1V. The contractor shall agree to a reduction of five
<br />
<br />sunrise, time being referred to the
<br />
<br />(5) cents per hour, or part thereof,
<br /> minutes
<br />
<br />from the contract price, for each lamp out during the hours between 30~ after sunset and 30 minutes
<br />before sunrise. Lamps failing to burn'shall be reported to the 2oliae Department by the policeman
<br />on whose beat such failure occurs, immediately, or as soon thereafter as practicable, and the said
<br />Department shall report the fact to the contractor or his agent at~ once; and when ~he contractor,or
<br />his agent,has had notice in time to arrange the lamp and cause it to burn, and fails so to do, he
<br />shall pay an additional fine of five (5) cents per ho~r for each such failure,- A lamp shall be con-
<br />sidered out from the .time it is reported cut until reported burningmgain by the Police Department.
<br />
<br /> V. The City shall have the right to test an~ or all la~ps for itluminatio~ at such times as
<br />it may_desire, the same to be made by a comPetent-person to be designated by the City; andthe tests
<br />shall be, made with a Sharp Miller portable photometer, or equal, reading fm 0a~dle-Feet. The said
<br />photometer shall be celebrated by a recognized testing laboratory which shall be satisfactory to
<br />both the ~ity of Portsmouth.and the contractor. Lamps shall not be tested on moon-light, ,raimy or
<br />foggy nights. A copy o~ all. tests shall bt furnished the contractor, on a form to be provided by
<br />the City for the purpose. Each lamp shall be tested for illumination at the distance from the lamp
<br />specified above, and should th~ lamp or lamps tested be withim~the~figuregiven above for intensity
<br />of illumination, no deduction shall be-made from ~he contr~o~ priee~cf same. But-in case ~he lamp
<br />o~ lamps tested fall below the figure given above for, intensity ef illumination, the contract price
<br />shall-be reduced in direct proportion to the percentage of failure to madntain the specified inten-
<br />sity.cf illumina~ion~ Auy deduction found to be necessary under this clause shall be made from any
<br />payment due or becoming due to theeontractor.

<br /> VI.. There ~l~all be furnished to the City. of 2ortsmouth,~for use inits'public buildings, as
<br />may be designa~e~ b~ the J, oint Light, Committee, incandescent light service, price for the same to
<br />be designated by the contractor, but said price shall not exceed~t any one. time, the price for
<br />which said service is sol~ to citizens of Portsmouth~

<br /> Vll.. The contractor shall keep at least one man onduty at all times, to answer all fire-
<br /> alarms and to assist in the clearing away of wires.

<br /> Vlll. The contractor shall.reserve one cress-arm on each pole, and ~t least one duct in the

<br /> Conduit System, for the use of the City of Portsmouth for Fire Alarm, Police Patrol^~ire Department.
<br />
<br /> 1X. The contractor Shall ~gree to place no poles closer than 50.feet on ~y one side of the
<br /> street im any block, and~ at the corners, to place no poles beyond the
<br /> line. All poles shall be placed where directed by the dityE~gineer.
