Oommon Council. <br /> Gentlemen:--Your~Light Committee respect~ally reports herein as <br /> <br />to the following matter referred to the Joint Dight 0ommittee by the 0ommon Council September 8th, <br /> <br /> last: <br /> To obtain plans and specifications for lighting the City, and to~ consider a five year contract <br /> <br /> for lights after present sontraet for same shall have expired. <br /> <br /> Your Committee desire to say that they have devoted much time and attention to this matter, in <br /> the effort to obtain the most satisfactory provisions for a contract, and, as a result of their work, <br /> recommend au adoption cf the following: <br /> <br /> AN ORDINANCE TO AUTHORIZE THE GRANTING OF A FRANCHISE FOR LIGHTING, V~ITH EZE~TR~OITY, THE <br /> STREETS AND PUBwIO B~I~IN.GS OF THE OITY, T~E RESIDENOES AND PLACES OF BUSi~NE'SS, AND OTHER BUILD- <br /> !NQS AND PLACES ~I~IN THE CITY. <br /> <br /> 1. Be it ordained by the CoU~oll of the City of Portsmouth, That the Join% Light 0ommittee <br /> of the Oounoil be, and it is hereby, authorized and directed to advertise once a week for four suc- <br /> cessive weeks in the Portsmouth S~ar, a newspaper published in the City of Portsmouth, and~ in such <br /> other newspapers and for such other time as it may deem necessary, inviting bids for a franchdse <br /> for lighting, with electricity, the streets, public buildings, private residences, places of busi-- <br /> ness, aud other buildings and places within the City for a period'of ten years and for a period of <br /> twenty years, respectively; reserving, in said advertisement, to the Council the right to aceept <br /> the bid for ten years, or the bid for twenty years, or the right to reject any or all bids. The <br /> said bids are to be ~In writing and delivered upon a day and hour, to be determined by the Joint <br /> Light Gommittee, named in the advertisement, to the President of the Cow--on Council, in open ses= <br /> sion. The said advertisement shall further set forth that the successful bidder shall enter into <br /> a contract with the City of Portsmouth covenanting and mgreeing for a period of ten years from the <br /> date of Said contract to carry into effeet,~ and to do, pay. and perform all and singular the terms <br /> <br /> and conditions following: that is to say-- <br /> C ondi t i on s. <br /> <br /> 1. There shall be furnished, maintained and operated by the Contractor one hundred and fifty' <br /> (150~ lamps, more or less, and, in addition, such a number of lamps as may be necessary to light any <br /> territory in a future extensio~ of the City, at a pries to be roamed by the bidder. <br /> <br /> 11. The lamps for street illumination shall be suspended over the center of the streets or <br />roadways, or upon mast-arms or other approved devices and in such locations as may be directed by <br />the Joint Ltgh~ Committee, and to change at the expense of the contractor, the location of any lamp <br />'or lamps which the Committee on Lights of the Council may direct to he ehanged~ The method of hang- <br />ing or swinging lamps to be satisfactory to and under the direction of the said 0ommittee.. <br /> <br /> 111.
