94-164 Letter from'.the City. Manager recommending adoption of <br />an ordinance to appropriate $I~445;000 from the Community <br />Development Fund for the HOME Investment Partnerships Act <br />Program. <br /> <br /> The City has been awarded grants in't~e amount'of $671,00'0 <br />for 1993, and $774,000 for 1994 as part of the Department of <br />Housing and Urban Development HOME program. These funds will <br />be used to continue the housing partnership program between the <br />City, the Portsmouth Co~=~unity Development Group and the <br />Portsmouth Redevelopment and Housing Authority. These funds <br />will require a 12 1/2% local match, which will be provided <br />through private~investment in some of the r~habiTi~ation <br />projects. <br /> <br /> Funds are provided to elderly, low-income homeowners to <br />make needed repairs to their property. Additionally, funds are <br />used to completely rehabilitate buildings which can be provided <br />to low income first-time homebuyers, or renters. <br /> <br /> To date, this progrSan has provided assistance to 30 <br /> elderly homeowners and has provided rehabilitated housing to 15 <br /> families. <br /> <br /> I, therefore, recommend your approval of an ordinance to <br /> appropriate $1,445,000 from the Community Development Fund to <br /> continue this program." <br /> <br /> Motion by Mr. Epperson, and seconded by Mr. Clemons, to <br /> adopt the following ordinance, and was adopted by the following <br /> vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $1,445,000.00 FROM THE <br /> COMMUNITY DEVELOPMENT FUND FOR THE HOME INVESTMENT PARTNERSHIP <br /> ACT PROGRAM." <br /> <br /> Ayes: Clemons, Epperson, Griffin, Hawks, King, Webb <br /> Nays: None <br /> <br /> 94-165 - Letter from the City Manager recommending adoption of <br /> an ordinance to appropriate $40,000 from the Capital <br /> Improvements Fund to provide better traffic controls at two <br /> 2ntersect2ons. <br /> <br /> "The Traffic Engineering Department has made an <br /> investigation of the physical and traffic flow conditions at <br /> the intersections of Towne Point Road and Dunkirk Street and <br /> Greenwood Drive and Garwood Avenue. From their investigation, <br /> it was found that both locations meet the warrants for traffic <br /> signal installations, which are published by the Federal <br /> Highway Administration. All local and state governments use <br /> these warrants to identify the need for signal installations. <br /> The Traffic Engineering Department has met with the Ebony <br /> Heights Civic League, and discussed the needs for a signal at <br /> Towne Point Road and Dunkirk Street. They are supportive of a <br /> signal installation. <br /> <br /> The traffic signal at Garwood Avenue and Greenwood Drive <br /> was requested by citizens in the area. This intersection needs <br /> a signal at present, and with the proposed development of <br /> Greenwood Elderly Apartments going under construction in this <br /> area, it will put more demand on traffic control at this <br /> ~ntersect2on. <br /> <br /> The Director of Traffic Engineering recon=nends the ins- <br /> tallation of traffic signals at Towne Point Road and Dunkirk <br /> Street and the intersection of Greenwood Drive and Garwood <br /> Avenue. I, therefore, concur with his recommendation and <br /> request your approval of $40,000 be appropriated from the CIP. <br /> with your approval, the balance in the Capital Improvement Fund <br /> will be $16,416,116." <br /> <br /> <br />
