367 <br /> May ~0~ 1994 <br /> <br /> Amended motion.by Mr. Clemons to include a pay adjustment <br />of 1% for 15 years,of service for retirees, and the motion <br />failed due to a lack of a second. <br /> <br /> Amended motion by Mr. Epperson to increase the line item <br />for allowance of turnover for $750,000 for the Police <br />Department, and the motion failed due to a lack of a second. <br /> <br /> The original motion by Mr. Hawks, and seconded by Mr. <br />Griffin, to adopt the following ordinance with noted amendments, <br />and was adopted by the following vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE FUNDS NECESSARY FOR OPERATION <br />OF THE CITY GOVERNMENT FOR AND DURING THE FISCAL YEAR BEGINNING <br />JULY 1, 1994 AND ENDING JUNE 30, 1995." <br /> <br />Ayes: Clemons, Griffin, Hawks, King, Webb <br />Nays: Epperson <br /> <br />94-163 Letter from the City Manager reco=~ending adoption of <br />an ordinance and a motion pertaining to the Comprehensive <br />Services Act. <br /> <br /> "The Community Policy and Management Team (CPMT) which <br />oversees the implementation of the Comprehensive Services Act <br />(CSA) for At-Risk Youth and Families has received $580,410 from <br />the State Executive Council for Comprehensive Services for Youth <br />and Families for transitional funding and supplemental funding <br />to be used for the balance of the Fiscal Year 1994 Comprehensive <br />Services Act for At-Risk Youth and Families. <br /> <br /> I am pleased to inform you that our application was <br />approved for $367,065 for transitional funding for which <br />$287,944 is the state match and $81,121 is the local match and <br />$213,345 for supplemental funding of which $166,196 is the state <br />match and $47,149 is the local match. The CPMT proposes to use <br />these funds to continue to provide school tuition, foster care <br />and other support services for children that are mandated under <br />the CSA. A budget is attached for your review. <br /> <br /> I, therefore, recommend the appropriation of $580,410 from <br />Grants Fund. I also recommend your approval of a motion to <br />transfer $128,270 from the General Fund Contingency (Emergency) <br />to provide the local share... <br /> <br /> A. Ordinance to appropriate $580,410 from the Grants Fund <br />for continuation the Comprehensive Services Act for At-Risk <br />Youth and Families for FY 1994. <br /> <br /> Motion by Mr. King, and seconded by Mr. Clemons, to adopt <br />the following ordinance, and was adopted by the following vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $580,410.00 FROM THE GRANTS <br />FUND FOR REQUIRED COMMUNITY EASED SERVICES TO AT-RISK YOUTH AND <br />THEIR FAMILIES, UNDER THE COMPREHENSIVE SERVICES ACT." <br /> <br />Ayes: Clemons, Epperson, Griffin, Hawks, King, Webb <br />Nays: None <br /> <br /> B.
