"The Oou~cil:- "Gentlemen:- "The gutters on the wes~ side of 0hestnut street are in an itary conditio~ caWsed by the emptyi~g of Water f~om premises fro~ting on s~d s~_~e of s~id~ Street "This unsa~taa~y condition can be abated by connecting said premises with the 0it~ s.ewer, and' i ~ould,~herefore, ask that ~n ordinance be passed requiring such sewer connection but relieving the property from payment of the charges heretofore made for su~n connection. ~i would also ask tlmat a sewer be laid in Hunter's and Eas%u~ood~s lanes and that the buildings on these lanes be required to connect with such sewer~ "There are several houses on these lanes, and more are in course of const-~u~etion. ~kich are cupied by a number of negroes, end their unsanitary surroundings are depreciating the v~lue of the property in the neighaorhood owned ~d occupied by white citizens. "The building of the nsgroe house you cannot stop but you c~n, by the passage-of the ordir~nce asked for. to some extent improve the sanitary condition of the premises located on these lanes." "The Treasurer reports h~ving collected from tax on dogs $301.75 f~om Sixth Ward, and $332.40 from Seventh Ward. "I would ask that he be directed to transfer to the Sixth Ward fund the s"~m of $501.75, and to the Seventh ~ard fund the stun of "As you are doubtless aw~e there will be ~ new assessment of real estate in 1910, and I beg to call your attention to the recommendation made in my last annual message thatthis assessment of real estate be published in pamphlet form showi~g the val~3~tion put on pfece of real estate, and that a copy of this pmaphlet be sent to each owner or par~ assessed. ~I would also recommend that the City ~ay the assessors a s-~m equal to if not gre~ter than that paid by the State, $2. per day. To authorize the Treasurer to make notes in the several City banks te amount of $12,000, to meet v~ity current e~penses for November. 1909. An appropriation of $5,600. to pave Glasgow stkeet, between Effingham and Cooke4 out of appro- priaticn to I~ving and Grading. ~ An appropriatioh of $300. to ~eplaae street crossings tn Park View. To m~ke the salaz~y of the Audmtor $1.000. per year beginning January l, 1910. To pay ~m. H. Gle~son $400. for separating the lists of Delinquent Real Estate property from the lists of Personal Property. To authorize the Nayor to expend $100. for entemt~d~ment of delegates to the Atlantic Deeps= ~erw~ys ~oeiation Convention. ~ To~ authorize the T~easurer to renew notes in the several City b~_ks to amoun~ of $49,742.91.
