May 24, 1994 <br /> <br /> "The Department of Parks and Recreation is applying for <br />funds from the United States Department of Agriculture, to <br />provide free, nutritious meals during the summer, to youths <br />residing in low income communities in the City. The request is <br />for $107,893 in federal funds to serve 2,300 meals per day for <br />29 days. A total of 1,075 breakfasts and 1,225 lunches will be <br />served at ten sites throughout the City. Ail sites are located <br />in communities where more than 85% of t~e youths are eligible <br />for free meals. No local money is required by the grant. <br /> <br /> The program has operated annually for more than 20 years <br />and is an important part of the successful Summer Fun-n-Sun <br />Community Recreation Program. The Program offers nutritious <br />meals and promotes self-awareness, cultural and educational <br />group activities for all participants. I recommend approval of <br />this request and the transfer Of $107,893 from the Grants <br />Contingency Account to fund the program after it has been <br />awarded. The grant is usually awarded in June. <br /> <br /> I am requesting administrative action to authorize the <br />expenditure of funds, immediately upon notification of the grant <br />award, to avoid a delay in starting the program on June 27, <br />1994. If the grant is not awarded, no expenditures will occur... <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Clemons, to <br />transfer $107,893 for the 1994 Summer Breakfast and Lunch <br />Program, was adopted, and by the following vote: <br /> <br />Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb <br />Nays: None <br /> <br />94-189 Letter from the City Manager recommending adoption of a <br />motion to transfer $17,832 from the Grants Contingency Account <br />for the continuation of the Portsmouth Urban Literacy Program. <br /> <br /> "The Portsmouth Urban Literacy Laboratory is now well into <br />its second year of excellent service in teaching our adult <br />citizens with literacy problems how to read through a computer <br />based literacy center. <br /> <br /> The center has again won a federal grant from the Library <br />Services and Construction Act in the amount of $15,000 and a <br />grant from the Portsmouth Community Trust in the amount of <br />$2,832. No local match is required for these grants. <br /> <br /> I recommend approval of the funds and transfer of $17,832 <br />from the Grants Contingency Account to support this program." <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Clemons, to <br />transfer $17,832 for the continuation of the Portsmoutk Urban <br />Literacy Program, was adopted and by the following vote: <br /> <br />Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb <br />Nays: None <br /> <br />- NEW BUSINESS <br /> <br />94-190 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />94-191 Items Submitted by Council Members <br /> <br />There were no items submitted. <br /> <br />94-192 - Receipt of Other Communications <br /> <br /> <br />
