May 24, 1994 "The Department of Parks and Recreation is applying for funds from the United States Department of Agriculture, to provide free, nutritious meals during the summer, to youths residing in low income communities in the City. The request is for $107,893 in federal funds to serve 2,300 meals per day for 29 days. A total of 1,075 breakfasts and 1,225 lunches will be served at ten sites throughout the City. Ail sites are located in communities where more than 85% of t~e youths are eligible for free meals. No local money is required by the grant. The program has operated annually for more than 20 years and is an important part of the successful Summer Fun-n-Sun Community Recreation Program. The Program offers nutritious meals and promotes self-awareness, cultural and educational group activities for all participants. I recommend approval of this request and the transfer Of $107,893 from the Grants Contingency Account to fund the program after it has been awarded. The grant is usually awarded in June. I am requesting administrative action to authorize the expenditure of funds, immediately upon notification of the grant award, to avoid a delay in starting the program on June 27, 1994. If the grant is not awarded, no expenditures will occur... Motion by Mr. Pitts, and seconded by Mr. Clemons, to transfer $107,893 for the 1994 Summer Breakfast and Lunch Program, was adopted, and by the following vote: Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb Nays: None 94-189 Letter from the City Manager recommending adoption of a motion to transfer $17,832 from the Grants Contingency Account for the continuation of the Portsmouth Urban Literacy Program. "The Portsmouth Urban Literacy Laboratory is now well into its second year of excellent service in teaching our adult citizens with literacy problems how to read through a computer based literacy center. The center has again won a federal grant from the Library Services and Construction Act in the amount of $15,000 and a grant from the Portsmouth Community Trust in the amount of $2,832. No local match is required for these grants. I recommend approval of the funds and transfer of $17,832 from the Grants Contingency Account to support this program." Motion by Mr. Pitts, and seconded by Mr. Clemons, to transfer $17,832 for the continuation of the Portsmoutk Urban Literacy Program, was adopted and by the following vote: Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb Nays: None - NEW BUSINESS 94-190 - Boards and Commissions There were no appointments. 94-191 Items Submitted by Council Members There were no items submitted. 94-192 - Receipt of Other Communications
