May~24, 1994 NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that Roy Leinart, Thaddeus J. Lawrence, Lester B. Harrington, Harry Fallon and Cornelius Harding, Jr., be appointed viewers, and that John H. Mason and Simon P. Arrington, be appointed alternate viewers, in the event that one of the preceding viewers fail to participate. Said viewers to view the hereinafter-described street and to report to this Council, in writing, whether in their opinion any, and if any, what inconvenience would result in vacating and closing the following: All that portion of Duchess Road, formerly known as Duke Street, and incorrectly designated as Duke Road as shown on Plate 118 of the records of the City Assessor for the City of Portsmouth, and lying between the west side of Virginia Avenue and the east side of an alley 140 feet west of Virginia Avenue." Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb Nays: None 94-187 Letter from the City Manager recommending adoption of a motion submitting the quarterly financial report for the period ended March 31, 1994. "In accordance with Section 12-64 of the City Code, the Quarterly Financial Report for the period ended March 31, 1994 is herewith submitted. Actual revenues to date stand at 61 percent of the revenue estimated for .the year, and 63 percent of the appropriations have been expended as of March 31, 1994. During the same quarter last year 62 percent of the estimated revenues had been received and expenditures were 68 percent of the budget appropriations. Therefore at this point in time both revenues and expenditures are lower than last year's. It should be noted that final results for the fiscal year are dependent in large part on the personal property assessments and collections in the last quarter of the year which are unknown at this time." Motion by Mr. Clemons, and seconded by Mr. Griffin, to adopt the quarterly financial report for the period ended March 31, 1994, and was adopted by the following vote: Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb Nays: None 94-188 Letter from the City Manager recommending adoption of a motion to transfer $107,893 from the Grants Contingency Account for the 1994 Su~er Breakfast and Lunch Program as awarded by the United States Department of Agriculture.
