Februar~ 27, 2001 <br /> <br /> BE IT FURTHER RESOLVED that the premises shall not be used for any <br />purpose other than housing for the elderly until compliance with any parking <br />requirements applying to the new use has been reached." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />01 - 68 - Adoption of two ordinances to amend the following: <br /> <br />A) Chapter 6, Article II of the Code of the City of Portsmouth pertaining to <br /> registration of pleasure boats, and <br /> <br />B) Chapter 22, Article III of the Code of the City of Portsmouth pertaining to local <br /> vehicle license. <br /> <br />Recommendation: <br /> <br />· Adoption of two ordinances to amend Chapters 6 and 22 related to Pleasure Boats <br />and Motor Vehicle License Fees. <br /> <br />Purpose and Need: <br /> <br />· A) The amendments to Chapter 6 will: <br /> <br />· Provide that the city treasurer, rather than the commissioner of the revenue, <br /> has the responsibility for issuance of boat decals. <br /> <br />· Provide that the city treasurer may issue a sticker, not just a decal, to indicate <br /> payment of the required registration fees. <br /> <br />· B) The amendments to Chapter 22 will: <br /> <br />· Clarify that the payment for a motor vehicle decal or sticker is a license fee, <br /> not a tax. <br /> <br />· Provide that the city treasurer, not the commissioner of the revenue, will issue <br /> the motor vehicle decal or sticker. <br /> <br />· Increase the decal/sticker transfer fee from $1.00 to $2.00. <br /> <br />Change current code procedure to provide that the city treasurer may refund <br />an erroneous license fee payment after the commissioner of the revenue <br />certifies to him that the payment was erroneous. <br /> <br />· Increase the penalty for operating a vehicle without a sticker/decal from <br /> $25.00 to $50.00. Please note comparative information below. <br /> <br />Penalties- No City Decal <br /> <br />Localities: Fine: <br />Chesapeake $ 50.00 <br />Hampton 100.00 <br />Newport News 100.00 <br />Norfolk 50.00 <br />Portsmouth 25.00 <br />Suffolk* <br />Virginia Beach** 15.00 <br /> <br />*Judge sets the fine - not preset <br />**$15.00 within fourteen days, penalties added after that time <br /> <br />· Establish a penalty of $50.00 for displaying an expired sticker/decal. <br /> <br />· Provide that a disabled veteran is exempt from payment of the license fee for <br /> one private motor vehicle. <br /> <br /> <br />
