February 27, 2001 <br /> <br />Financial Impact: <br /> <br />· Projected increase of $20,000 in penalties for not having a City decal. <br /> <br />· Projected increase in personal property tax collections resulting from increased <br />penalties is undetermined. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, to adopt the following <br />ordinances, and was adopted by the following vote: <br /> <br />01-68(A): <br /> <br />"AN ORDINANCE TO AMEND CHAPTER 6 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTIONS 6-33 THROUGH 6-40 <br />THEREOF PERTAINING TO REGISTRATION OF PLEASURE BOATS." <br /> <br />01-68(B): <br /> <br />"AN ORDINANCE TO AMEND ARTICLE III OF CHAPTER 22 OF THE CODE OF THE <br />CITY OF PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTIONS 22-72 <br />THROUGH 22-80 AND 22-82 THROUGH 22-92 THEREOF AND BY ADOPTING A <br />NEW SECTION 22-93 THERETO PERTAINING TO MOTOR VEHICLE LICENSE <br />FEES." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst <br />Nays: None <br /> <br />01 - 69 - Adoption of a resolution authorizing the City Manager to convey the property <br />known as Shea Terrace Elementary School on Constitution Avenue to the Portsmouth <br />Redevelopment and Housing Authority (PRHA). <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution authorizing the City Manager to convey the property known <br />as the former Shea Terrace School on Constitution Avenue to the Portsmouth <br />Redevelopment and Housing Authority (PRHA). <br /> <br />Purpose and Need: <br /> <br />· PRHA has a purchaser who proposes to buy and develop a portion of said property <br />for senior housing, subject to financing approval. PRHA will convey only if financing is <br />approved. The undeveloped portion will be retained by PRHA pending further direction <br />from the City. <br /> <br />Financial Impact: <br /> <br />· Upon development, the property will become taxable real property. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A DEED OF <br />CONVEYANCE TO THE PORTSMOUTH REDEVELOPMENT AND HOUSING <br />AUTHORITY FOR THE PROPERTY KNOWN AS THE SHEA TERRACE SCHOOL. <br /> <br /> BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the <br />City Manager be, and he hereby is, authorized to execute and deliver to the Portsmouth <br />Redevelopment and Housing Authority ("PRHA") a deed of conveyance for the following <br />described property, commonly known as the Shea Terrace School: <br /> <br /> <br />
