<br />The following matters a~opted in Joint Session of this date were taken up for consideration:

<br /> First. The veto of the Mayor of adoption of report of the Joint Street Committee May 4-gth
<br />paving of certain City streets, &c.
<br /> The Mayor assigned the following reasons for his action concerning said adoption:

<br /> 'I approve of the recommendation of the Street Committee, adopted by the 0ounci!. that the fol-
<br />lowing streets be paved with Bithulithic:
<br />
<br />London street, from ~ater to Effingham,
<br />Dinwiddie street, from North end to South end.
<br />~ffingham street, from Glasgow to 0ounty, parked in the center.
<br />Hatton street, from Glasgow to Naval,
<br />Naval. from Hatton to Linden.
<br />Hirers. iow. from Naval to North end~
<br />Ann. from 0hestnut to Cooke,
<br />Villa. from Hospital G~te to ~est Park View bridge,
<br />First. from 0auseway to Navy Yard Gate,

<br />~at a total expenditure of approximately $145,194.96 and that the contract for such paving be awarded
<br />the Atlantic Bithulithic Co. at a price not exceeding ~2.02 per square yard.
<br />
<br /> ~I disapprove of the option to add to the contraet other streets at a price not exceeding $2.02
<br />on aceountof such option being vague and ~ndefinite, not specifying the streets to be paved, or that
<br />would be paved, or the number of yards that would be paved, and also for the reason that the city has-
<br />not at 'this time funds available for more paving. Nor do i consider it wise to pave more atreets
<br />with a material that has not yet stood the test of time. that is as far as this section is concerned.
<br />It is also good policy to pave with more than one kind of material, so that there may be some compe-
<br />tition ~nd in order that the city may test for itself the different kinds of paving material, and thus
<br />get better paving out of the ¢ompetitors~
<br />
<br /> '! disapprove of the recommendation of the ~treet Committee, adopted by the Council. givi~g~the
<br />Norfolk & Portsmouth Traction Company the right to use T rails ~nd to pave between its rails and two
<br />feet each side of its rails with vitrified brick.
<br />
<br /> 'As you are doubtless aware the franchise of this company requires it to lay girder rail-and to
<br />pave between its rails and two feet on each side' of its rails with the same kind of material as the
<br />remainder of the street.
<br />
<br /> ~White the use of T rail. which would prevent the use of tracks by vehicles, may expedite the
<br />movement of the cars.and the use of bri~-between its rails and ~or two feet on each side of its
<br />rails cause less damage to that part of the street next the rails and consequently put the company
<br />'to less expense for repairs, and while the city should, when it can do so without inconvenience to
<br />the public or the patrons of the company, aid it in eperating its cars at the least expense, yet
<br />there are differences of opinion as to the advgntages of T rail and it has not been conclusively
<br />shew~ that brick will stand next to rails much if any better than other paving material, or that it
<br />is necemsary to pave the entire space between rails and two feet on each side of the rails with
<br />brick, some cities having but one or two brick on each side of the rails and the balance of the space
<br />
