June 28, 19~4 WHEREAS, it is now appropriate.to revise the City's 1994 Community Development Programto include the aforementioned activities; and WHEREAS, the required public hearing has been held and the City Council has reviewed the Proposed Amended 1994 Community Development Programs; Statement of Objectives and Use of Funds; and WHEREAS, it is necessary that this Council take official action regarding the Amended 1994 Community Development Program (Progr~un) to comply with the regulations of the aforementioned ~Act; and WHEREAS, this Council is aware of the federal regulations governing the undertaking and carrying out of activities under the Housing and Community Development Program; and WHEREAS, this Council recognizes its responsibility to direct that safeguards be established to prevent employees from using their position for a purpose that gives the appearance of being motivated by a desire for private gain for themselves or others, particularly those with whom they have family, business, or other ties; and WHEREAS, this Council has found said Amended 1994 Community Development Program's Proposed Statement of Objectives and Use of Funds appropriate to meet the-needs the City and therefore, acceptable. of NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virg~nla, that: (1) the unexpended amount of $175,000 be reprogrammed for use during the 1994 Co~unity Development Program year; (2) the Codes Enforcement Program be carried out in the above referenced neighborhoods; (3) the Preteen Recreational Enrichment initiative be expanded in the Public Housing neighborhoods; (4) the Amended 1994 Community Development Program's Proposed Statement of Objectives, and Use of Funds having been reviewed and considered, be and hereby is approved in all respects and the City Manager ~s hereby authorized to file the Amended Final Statement of Objectives and Use of Funds and any additional information as may be required with the Department of Housing and Urban Development in order to obtain approval of the Program; and (5} the City Manager is designated as the certifying officer and authorized representative of the City of Portsmouth and shall provide assurances as required of the locality by the Act for the approval of the program."
