June 28, 1994 <br /> <br /> "The Planning Department has been awarded a $25,000 grant <br />from the Chesapeake Bay Local Assistance Department to cover <br />costs of complying with the Chesapeake Bay Preservation Act. <br />The grant will be matched with $25,000 of in-kind services <br />provided by the Planning Staff. This grant was approved to pay <br />the salary of a planner to review development proposals required <br />under the Bay Act. <br /> <br /> I recommend approval of a motion transferring $25,000 from <br />the Grants Contingency Account. Authorization was previously <br />given to me to sign all necessary documents relating to this <br />grant." <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. King, to <br />transfer $25,000 to fund a planner position for FY 95, and was <br />adopted by the following vote: <br /> <br />Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb <br />Nays: None <br /> <br />94-253 - Letter from the City Manager recommending adoption of a <br />motion to transfer $46,350 from the Grants Contingency Account <br />to continue the Community Based Substance Abuse Services for <br />Adjudicated Youth and their Families program. <br /> <br /> "I am pleased to inform you that the Department of Criminal <br />Justice Services has awarded Portsmouth a grant in the sanount of <br />$46,350 for "Community Based Substance Abuse Services for <br />Adjudicated Youth and their Families.,, These funds are targeted <br />to assist Portsmouth youth returning from Department of Youth <br />and Family learning centers who have a known alcohol and/or drug <br />problem. <br /> <br /> The City of Portsmouth will act as the sponsorzng agent for <br />this grant and will contract with the Tidewater Regional Group <br />Home Commission for the delivery of service. The Commission has <br />been ~nvolved with the grant for the past I 1/2 years and is <br />prepared to continue the specified drug and alcohol services. <br /> <br /> The total grant of $61,800 represents $46,350 in Department <br />of Criminal Justice Services Federal funds and $15,450 of match <br />coming from the Department of Youth and Family 294 Aftercare <br />Service funds~ The matching funds are to be provided directly <br />to the Tidewater Regional Group Home Commission by the State. <br />It should be emphasized that the City Ks not required to provide <br />any part of the match or to assume any part of the program after <br />completion of the grant period. <br /> <br /> I recommend our participation in the grant process and the <br />transfer of $46,350 from the Grants Contingency Account to <br />support the program." <br /> <br /> Motion by Mr. King, and seconded Mr. Epperson, to transfer <br />$46,350 for the continuation of the Community Based Substance <br />Abuse Services for Adjudicated Youth and their Families program, <br />and was adopted by the following vote: <br /> <br />Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb <br />Nays: None <br /> <br />- NEW BUSINESS - <br /> <br />94-254 - Mr. Epperson offered the following nominations for <br />appointments to the following Boards and Commissions: <br /> <br />School Board <br /> <br />Ray A.
