<br />94-251 - Letter from the City Manager recommending adoption of a
<br />resolution approving the amended 1994 Community Development
<br />Program of the City of Portsmouth, Virginia, authorizing the
<br />City Manager to file required documents with the Department of
<br />Housing and Urban Development.
<br />
<br /> "On June 14, 1994, the City Council held a joint public
<br />hearing with the Portsmouth Redevelopment and Housing Authority
<br />to consider an a~endment to the 1994 Community Development Block
<br />Grant Program. This amendment consists of reprogramming
<br />$175,000 in unexpended Community Development Block Srant funds
<br />from the 1992 and 1993 Community Development years for use
<br />during the 1994 Community Development year for operation of the
<br />Codes Enforcement Program and limited expansion of the Preteen
<br />Recreational Enrichment Program.
<br />
<br /> Since the 1992 and 1993 planned public improvements,
<br />acquisition, relocation, and property management activities are
<br />now complete, the $175,000 in 1992 and 1993 unexpended funding
<br />is no longer needed. I propose that $150,000 be used to finance
<br />the Codes Enforcement Program (including contracting services
<br />for removal of weeds and debris, boarding of vacant buildings,
<br />demolition of substantially deteriorated vacant buildings and
<br />administrative costs) in the following low and moderate ~ncome
<br />neighborhoods: Academy Park, Bide-A-Wee, Brighton,
<br />Hattonsville-Airline Corridor, Cradock, Crawford, Effingham,
<br />Fairview Heights, ~arden Homes, Loxley Place, Mt. Hermon, Park
<br />View, Prentis Park, Shea Terrace, South Highland Park, Truxtun,
<br />Weaver, West Cradock, Westhaven, Ebony Heights, and Peach Tree.
<br />
<br /> Secondly, I am proposing that $25,000 be utilized to expand
<br />the Department of Leisure Services' and PRHA's Preteen
<br />Recreational Enrichment Program initiative to provide a
<br />recreational program (cultural and educational activities,
<br />storytelling, drug and alcohol awareness) for youth participants
<br />who reside in the six public housing parks.
<br />
<br /> The Board of Commissioners of the PR}IA has recommended your
<br />approval. I concur and recommend that you adopt the
<br />resolution."

<br /> Motion by Mr. King, and seconded by Mr. Epperson, to adopt
<br />the following resolution, and was adopted by the following vote:
<br />
<br /> "A RESOLUTION APPROVING THE AMENDED 1994 COMMUNITY
<br />DEVELOPMENT PROGRAM OF THE CiTY OF PORTSMOUTH, VIRGINIA,
<br />AUTHORIZING THE CITY MANAGER TO FILE REQUIRED DOCUMENTS WITH THE
<br />DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT.

<br /> WHEREAS, pursuant to the Housing and Community Development
<br />Act of 1974, as amended (Act), financial assistance is provided
<br />to localities for undertaking and carrying out development
<br />activities; and
<br />
<br /> WHEREAS, it has been determined that activities proposed to
<br />be undertaken in 1992 and 1993 are now completed and that
<br />$175,000 in 1992 and 1993 Community Development Block Grant
<br />funds designated for public improvements, relocation,
<br />acquisition, and property management in the redevelopment and
<br />conservation areas are no longer needed; and
<br />
<br /> WHEREAS, it has been determined that a limited Codes
<br />Enforcement effort (including removal of weeds and debris,
<br />boarding of vacant buildings and demolition of substantially
<br />deteriorated vacant buildings) and limited expansion of a
<br />Preteen Recreational Enrichment initiative in the Public Housing
<br />Neigb-borhoods are in the public interest and will serve to
<br />improve the quality of life for the citizens; and
