June 28,'1994 <br /> <br />94-250 - Letter from the C~ty Manage~ recommending adoptlon of <br />a resolution authorizing th~Sfiling ~f an application with the <br />Department of Housing and Urban Development for an Enterprise <br />Community designation. <br /> <br /> "Attached is a resolution authorizing the filing of an <br />application with the Department of Housing and Urban <br />Development for an Enterprise Community designation. The <br />incentives under the Enterprise Community designation are that <br />the City of Portsmouth would receive $3 million in Title XX <br />Social Services Block Grant funds, and have the capacity to <br />sell tax-exempt facility bonds on behalf of existing businesses <br />within the City or for theattraction of new businesses. The <br />City woUld ~eceive special consideration for other- <br />discretionary funding and City agencies could apply for <br />regulatory relief from impediments invariousFederal programs. <br /> <br /> Numerous private non-private and public agencies have <br />submitted 53 proposals which would address physical, social, <br />educational, vocational, and other needs which are currently <br />not being met. <br /> <br /> You have previously been briefed on this matter, and you <br />have held a public hearing to receive citizen comments. I <br />recommend that you adopt the resolution and authorize me to <br />file the application." <br /> <br /> Motion by Mr. King, and seconded by Mr. Hawks, to adopt <br />the following resolution, and was adopted by the following <br />vote: <br /> <br />A RESOLUTION AUTHORIZING THE CITY MANAGER TO FILE AN ENTERPRISE <br />COMMUNITY APPLICATION. <br /> <br /> WHEREAS, the City of Portsmouth is a 242 year old urban <br />core city with a myriad of physical and social ills; and <br /> <br /> WHEREAS, the City of Portsmouth has had a successful <br />record of utilizing Federal Programs and funds to revitalize <br />our co~unities over the last several years; and <br /> <br /> WHEREAS, the City of Portsmouth has provided for the <br />nation when called upon to assemble a workforce to build and <br />repair ships of the fleet during time of war that led to a <br />tremendous drain on the physical housing stock of the City; and <br /> <br /> WHEREAS, the reduction in personnel at the Norfolk Naval <br />Shipyard during the last few years has had an adverse impact on <br />the employment opportunities for citizens; and <br /> <br /> WHEREAS, the City of Portsmouth has a high rate of <br />poverty, crime, unemployment, persons with less than ninth <br />grade education, and other physical and social problems; and <br /> <br /> WHEREAS, the Federal Government is providing cities such <br />as Portsmouth an opportunity to address these community-wide <br />symptoms through designation as an Enterprise Community. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia, that the City Manager be, and he <br />hereby is, authorized to file an Enterprise Con, unity <br />Application on behalf of the City of Portsmouth and its <br />citizens with the Department of Housing and Urban Development. <br /> <br /> BE IT FURTHER RESOLVED that the City of Portsmouth is <br />appreciative of the co-nomination by the Commonwealth of <br />Virginia and looks forward to becoming a partner with the <br />Federal Government upon designation as an Enterprise <br />Co~unity." <br /> <br />Ayes: Clemons, Epperson~ Griffin, Hawks= King, Pitts, Webb <br />Nays: None <br /> <br /> <br />
