"Changes to the state motor vehicle code made by the 1994
Virginia General Assembly, necessitate making changes to Chapter
22 of the Portsmouth City Code. Amendments will insure that our

I hereby recommend your approval of the proposed
amendments."
94-249 - Letter from the City Manager recommending adoption of
an ordinance to amend Division 3, entitled Certificate of
Compliance for Rental Dwellings, of Chapter 17 of the Code of
the City of Portsmouth, Virginia, pertaining to housing and
community development, by adding Section 17-71{c).

"A recent change in the Code of Virginia affirms the right
of local governments to inspect rental units between tenants.
As you know, we have had a rental inspection program in
Portsmouth since 1972. I am pleased to see confirmation of this
important program now in the State Code.

The wording of the code change requires that we add a minor
section to our ordinance on rental inspections. This section
confirms that the whole City was declared a conservation area,
and that this program is considered ~mportant to the health,
welfare and safety of our citizens.

I, therefore, recommend adoption of this ordinance."
