AMEND.CHAPTER 38 OF THE CODE OF THE CITY <br />OF PORTSMOUTH, VIRGINIA~ (1988), BY AMENDING SECTION 38-94 (A) <br />THEREOF, PERTAINING TO WATERS, SEWERS AND SEWER DISPOSAL." <br /> <br />Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb <br />Nays: None <br /> <br />94-248 Letter from the City Manager recommending adoption of <br />an ordinance to amend Chapter 22 of the Code of the City of <br />Portsmouth, Virginia, pertaining to the State motor vehicle <br />code. <br /> <br /> "Changes to the state motor vehicle code made by the 1994 <br />Virginia General Assembly, necessitate making changes to Chapter <br />22 of the Portsmouth City Code. Amendments will insure that our <br />City Code will be in compliance with state law on July 1, 1994, <br />the effective date of the State Code changes. <br /> <br /> I hereby recommend your approval of the proposed <br />amendments." <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Hawks, to adopt <br />the following ordinance, and was adopted by the following vote: <br /> <br /> "AN ORDINANCE TO AMEND CHAPTER 22 OF THE CODE OF THE CITY <br />OF PORTSMOUTH, VIRGINIA {1988), BY AMENDING SECTIONS 22-1, <br />22-10, 22-11, 22-143, 22-182, 22-237, 22-268, 22-312, 22-324, <br />22-348, 22-421, 22-422, 22-423, 22-424, 22-582(A), AND (D), <br />22-686 AND 22-687 THEREOF; BY REPEALING SECTION 22-314 TF-EREOF; <br />AND BY ENACTING SECTION 22-421.1 THERETO, PERTAINING TO MOTOR <br />VEHICLES." <br /> <br />Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb <br />Nays: None <br /> <br />94-249 - Letter from the City Manager recommending adoption of <br />an ordinance to amend Division 3, entitled Certificate of <br />Compliance for Rental Dwellings, of Chapter 17 of the Code of <br />the City of Portsmouth, Virginia, pertaining to housing and <br />community development, by adding Section 17-71{c). <br /> <br /> "A recent change in the Code of Virginia affirms the right <br />of local governments to inspect rental units between tenants. <br />As you know, we have had a rental inspection program in <br />Portsmouth since 1972. I am pleased to see confirmation of this <br />important program now in the State Code. <br /> <br /> The wording of the code change requires that we add a minor <br />section to our ordinance on rental inspections. This section <br />confirms that the whole City was declared a conservation area, <br />and that this program is considered ~mportant to the health, <br />welfare and safety of our citizens. <br /> <br />I, therefore, recommend adoption of this ordinance." <br /> <br /> Motion by Mr. King, and seconded by Mr. Pitts, to adopt the <br />following ordinance, and was adopted by the following vote: <br /> <br /> "AN ORDINANCE TO AMEND DIVISION 3, ENTITLED CERTIFICATE OF <br />COMPLIANCE FOR RENTAL DWELLINGS, OF CHAPTER 17 OF THE CODE OF <br />THE CITY OF PORTSMOUTH, VIRGINIA (1988), BY ADDING TO SECTION <br />17-71, SUBSECTION (C), PERTAINING TO HOUSING AND COMMUNITY <br />DEVELOPMENT." <br /> <br />Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb <br />Nays: None <br /> <br /> <br />
