418 <br /> <br />July 11~ 1994 <br /> <br /> At the Public Hearing Meeting of the City Council held on <br />Monday, July 11, 1994, there were present: <br /> <br /> Mayor Gloria O. Webb, Vice Mayor Johnny M. Clemons, <br />Bernard D. Griffin, Jaraes C. Hawks, James T. Martin, Cameron C. <br />Pitts, P. Ward Robinett, Jr., V. Wayne Orton, City Manager, <br />Stuart E. Katz, City Attorney. <br /> <br /> Vice Mayor Clemons opened the meeting with prayer which <br />was followed by the Pledge of Allegiance to the Flag. <br /> The Mayor called the meeting to order and welcomed all in <br />attendance. <br /> <br /> 94-263 - Public Hearing on a code amendment, use permits, and a <br /> group housing application: <br /> <br /> (a) CA-94-10 CITY CODE AMENDMENT A proposal to amend Article <br /> IV of the Historic District ordinance to allow <br /> bed and breakfast inns to serve meals to the <br /> public. <br /> <br /> Leslie R. French, III, 208 Glasgow Street, ~epresent/ngr& the <br /> Olde To,me Civic League, spoke in favor of the application. <br /> Motion by Mr. Hawks, and seconded by Mr. Pitts, to concur <br /> with the recommendation of the Planning Commission that <br /> CA-94-10 be approved on first reading vote, and was approved by <br /> unanimous vote. <br /> <br /> (b) UP-94-09 HODGES MANOR NEIGHBORHOOD - Use permit <br /> application of Rapture Ministries for a church at <br /> the southeast corner of Portsmouth Boulevard and <br /> Haysom Street. <br /> <br /> Motion by Mr. Hawks, and seconded by Mr. Pitts, to concur <br /> with the recommendation of the Planning Commission that <br /> UP-94-09 be denied, and was denied by the following vote: <br /> <br />Ayes: Clemons, Hawks, Martin, Pitts, Webb <br />Nays: Griffin <br />Abstained: Robinett <br /> <br />Councilman Robinett abstained from voting because the subject <br />land was owned by the landlord of his employer, Commerce Bank. <br /> (c) UP-94-10 DOWNTOW~ NEIGHBORHOOD - Use permit application of <br /> St. Mark's Church of Deliverance for church <br /> expansion at 619 Washington Street. <br /> <br /> Donald Kilgore, 302 Central Fidelity Bank Building, spoke in <br /> favor of the application. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Griffin, to deny <br />the applicatioN, and was approved by the following vote: <br /> <br />Ayes: Clemons, Griffin, Pitts, Webb <br /> Nays: Hawks, Martin, Robinett <br /> <br /> (d) GHP-94-16 cRADOCK NEIGHBORHOOD - RequeSt of McDaniels <br /> Roofing Corp. for modification to the Cradock <br /> Colonial Apartments group housing application at <br /> 102 Dahlgren Avenue. <br /> <br /> Motion by Mr. Pitts, and seconded bY Mr~ Hawks, to concur <br /> with the recommendation of the Planning Commission that <br /> GHP-94-16 be denied, and was approved by the following vote on <br /> first and final reading: <br /> <br /> Ayes: Griffins Hawks, Martin, Pitts~ R°binett, Webb <br /> Nays: Clemons <br /> <br /> <br />
