July 11, 1994 At a Called Meeting of the City Council held on Monday, July 11, 1994, there were present: Mayor Gloria O. Webb, Vice Mayor Johnny M. Clemons, Bernard D. Griffin, Sr., J~unes C. Hawks, James T. Martin, Cameron C. Pitts, P. Ward Robinett, Jr., V. Wayne Orton, City Manager, Stuart E. Katz, City Attorney. 94-260 The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the City Council Chamber, 6th floor of City Hall, 801 Crawford Street, at 5:00 p.m., Monday, July 11, 1994, for the purpose of a Public Work Session. In addition, you may consider a motion to go into an Executive Session. By order of the Mayor." 94-252 The following items were discussed in the Public Work Session: 1. Portsmouth Television Campaign 2. Nuisance Abatement/Building Permit Processes 3. Regional Jail Update Motion by Mr. Clemons, and seconded by Mr. Pitts to go into Executive Session pursuant to provisions of Section 2.1-344 of the Code of Virginia for the following: (1) Consideration of appointments to Boards and Commissions by the City Council, as permitted under Subsection (A) (1); (2) Discussion or consideration of a personnel matter involving the Community Services Board, as permitted under Subsection (A) (1); (3) Discussion or consideration of the acquisition of real property for public use in the central and downtown portions of the City, and the disposition and use of publicly held real property in the eastern portion of the City, as permitted under Subsection (A) (3). The motion was adopted by unanimous vote. Motion by Mr. Clemons, and seconded by Mr. Hawks pursuant to Section 2.1-344.1 of the Code of Virginia certifying that to the best of the Council member's knowledge during the immediately preceding Executive Session of the City Council: (1) Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and (2) Only such public business matters as were identified in the motion by which the Executive Session was convened, were heard, discussed or considered in the meeting by the City Council.
