<br /> The veto 6f the Mayor having been read and his reasons therefor, the Chair put the question,
<br />"Shall the action of the Board el;Aide,men on August 15, 1911 concerning said appropriation stand as
<br />recorded, notwithstanding the veto of the Ma~or to the oontrary?~
<br /> Whereupon, s~id former action of the body w~s re-affirmed, and by the following vote:
<br /> Ayes--Talker, Williams, Moore, Langhorne, Ballentine, Adams, Privett, Montague, 8.
<br /> Nays--None.
<br />
<br /> The Mayor disapproved also of a resolution adopted by the two branches of 0ouneil .August 8-155h,
<br />"To advance $15,000 tc the Seventh Ward for its street improvements, the said Ward to pay 6% interest
<br />on said amount until it is redeemed by its next bond issue," giving the following reasons therefor:
<br />
<br /> "I disapprove of the advancing of $15,000 to the Seventh Ward, because it is bad policy to make
<br />expenditures in anticipation of the sale of bonds.
<br /> "The demand for bonds varies and there is no certainty when the bonds eau be sold and the City
<br />may in~ure its credit or impair its borrowing capacity by making this ~dvanee.
<br /> "Such a policy also gives those who bid on bonds ~n opportunity to "bear" the prices, knowing ms
<br />they may that the city must have themoney te be raised by the bond issue.

<br />In connection with said disapproval, the following eommuni~ation from the Nmyor was rezd:

<br /> "The 0ouncil.
<br /> "Gentiemen:-~
<br /> ~'I would respectfully ask that that part of my veto referring to
<br />the borrowing by %he oi~y of $15,000 for the Seventh Ward Board of Public ImpMovements, be not eon-
<br />sidered by your honorable body.
<br /> "Since vetoing this resolution I have been advised by the Chairman of the Seventh W~rd Board
<br />that advertisements had been prepared asking for street improvements, which would reouire what funds
<br />~6'~Board then had in hand as well as the $15,000, but that T~heF would not need the ~15,000 until
<br />next ~ear, and for this reason I wish to withdraw the veto, b~t with the understanding that the said
<br />sum of $15,000 is not to be borrowed ~ntil after December ~lst, 1911.

<br /> Thereupon, on motion, the reGuest Of the Mayor, as set forth in said communication, was substi-

<br />The following resolution from the Board of Water Com~aissioners was presented and read:
