<br />- To authorize the Public Property Committee to spend, out of appropriation to the Jail, $25.00
<br />for a new stove for Mrs. Mattie Heofnagie.

<br /> To instruct the Public Property Committee to obtain plans and specifications for a new Clerk's
<br />office; to ascertain the cost of moving the old building on-the Armistead property, when it shall
<br />have been bought, and fitting up said building for offices; ~nd to consider rooms in the old building
<br />for a pubtie library.
<br />
<br /> To take out of the hands of the Sewerage Committee the matter of sewering on Re~doiph street, be
<br />tween Second and Third, mud an ordinmnee for establishing a Plumbing Board.
<br />
<br /> To instruct the Street Committee to put no more dirt taken from streets on.private p~operty,
<br />without the consent of the Council; a~ud to instruct the City Engineer to advise by what authority he
<br />takes dirt off the streets mnd gives i% to private parties.
<br />
<br />All of the mbove were concurred in.

<br /> The Board concurred also in mll ree0mmenda%ions of 0ommittees adopted by the Common Council,
<br />except the recommendation to pmy special appraisers, J~mes A. Nulvey, tee. D. Lawrence, and H. L.
<br />Alexander, $150.00 each, which said recommendation was sent back to the ~ina~ee Committee for further
<br />eonsideratlon.

<br /> inasmuch as it has come to my;~nowle~e that the Seaboard Air Line
<br />Railroad has vi, lated section 320 of the city erdinmnees by hauling after 9:50 P. M. trains of more
<br />than twenty-two oars, the number allowed to be hauled by said ordinmnce, ~nd inasmuch as the General
<br />Council of the said road has stated that it is necessary that the said road haul more tha~ twenty-two
<br />cars after the s~id hour or lose much of its business, ~nd possibly have to abandon its terminal at
<br />the n6~th end of Crawford street, I would respectfully ask that $he said ordinance be amended so as
<br />to permit the said railroad to haul erie train after the hon~ of 9:~0 P.~ N. eentmining ms many as 55
<br />ears, or such a number ef oars as will ~ot take me~e than five minutes to pass a given point.

<br /> Treasurer authorized to renew'notes for $1~,~00, due August ~1, 1911.
<br /> $600. to the Seventh Ward, out of ~rd fund~, t, provide a salary for ~ Sanitary Inspector and
<br />to meet a deficit in expenses in said Ward.
<br /> The Pmrk View- Fi.re Company granted a leave of absence from October 1st to 8th, to take a trip to
<br />%he cities cf York, Readir~, and Norristcwn, Pa.

<br /> The Mayer disapproved of an appropriation of $1500.00 for additional pavement on Effingham
<br />street~ giving the following reasons therefor:
<br /> "I disapprove ef the appropriation of $1500.00 for
<br />additional pavement on Effingh~m street for the reason that there are no fmnds avmitable for t~his
<br />work, and for the further reason that there has already been paved a sufficient width of roadWay be-
<br />tween Glasgow and Coudty streets,~ where the ~dditional p~vement is proposed, to take emro of the traf
<br />fie that will use this street for many years.

<br />large city, wider than Church street, Norfolk, and I see no ~easeawhy mere of it should be paved.
<br />Neither the traffic nor the value of property along ~Ei~fingha~ and Washington streets Justify the pav-
<br />ing these streets the full width.
<br /> "It has become ~lmost the universal custom to narrow the roa~wa~Vs of residential streets by di-
<br />dening the sidewalks or parkir~g the centers of the streets.
<br /> "This saves money not onl~ in the original' ~ost of the pavemen~ but in cleaning and repairs.
<br /> "The sewer main is laid in the middle of the street and can be much more easily and quickly got-
<br />te~ at if the center is not paved.
<br /> "Even i~ it is desirabt, to pave the entire width of Effinghmm street, there is no necessity for
<br />this work to be done at ones.
<br /> "It will keep until next yea~ or until funds are available for the work.
<br /> "The eit~ has ~lready expended about $12,000 for various and sundry purposes which were not pro-
<br />vided for i~ ~he budget.
<br /> ~The estimated receipts for the yea~ ending December ~1, 1911, in excess of expenditures for the'
<br />year, were mbemt $5,500 ~nd while the receipts for the year m~y be somewhat greater than estimated,
<br />owing to the increase in certain real estate assessments, yet this increase will be offset by the re-
<br />duction in the tax rate.
