<br /> The Mayor reSarned his approval of the following matters adopted by the two branches of City
<br />Council September 1S-19-SS, 1911:

<br /> To make award to F~ank Dunkum for the removal of night soil in the Sixth and Seventh Wards, at
<br />$1. S0 per hous~ per year.
<br /> To allow $1,000.00 to the Sixth Ward, and $900.00 to the Seventh Ward, out of Ward funds, for
<br />removal of night soil to January 1, 19lB,
<br /> To appropriate $4,606.96 to the Sixth Ward, outo£ Ward-funds, for the purchase of land to open
<br />streets; for the laying cf d~ains and culverts; for the erection of a bulkhead; and for Street Re-
<br />pairs.
<br /> To turn-over $300.10 to the Seventh Ward, because of that amount spent by it for election
<br />penses.
<br /> -To allow Frank L. ~ocker.$300.O0 for assistance to the City Attorney.
<br /> To tu~n over to Street Appropriation the balance of the sum set aside in the "budget" for 1911
<br />for repairs to sidewalks.
<br /> To allow $1~000.00 for repairs to asphalt pavements, allowed in the "budget."
<br /> To allow $350°00, out of Public Property funds, for repair of roof and for a gutter for the
<br />City Hall.
<br />To allow the City C011eotor until October llth ~or the preparation of tax receipt_books.
<br />To make award to R. B. Denby to grade streets ~n the Seventh Ward, at a cost of $9,174.00.
<br />To make award to Louis Lawson for concrete curbing, concrete supports for gutter plates, put-
<br />ting street names in cement, concrete walke, pipe line, catch basins, and concrete culverts, at a
<br />cost of $50,t06. B0.
<br /> TO purchase a piece of land lying in the Deep Creek Magisterial District, Norfolk County, Vir-
<br />ginia, at a cost of $900.00, in connection with,the new water supply for the City,

<br /> The regular reports of Officers for September were presented and were ordered to take the usual

<br /> ~ The Street Oommittee presented the following resolution, which it recommended as confirmatory
<br />cf "An Ordinance to ~rant a F~anchise for fJae ~se of Hat%on street, between Glasgow and LOndon stre-
<br />ets, in the City of Portsmouth, to=Operate a S~zeet Car Line with a Single Track, or, if permission
<br />be first obtained from the Council, with Double Tracks, and to Authorize the Accepted Bidder to Con-
<br />struct said Track or T~acks, Erect its Poles and String its'Wires for the Purpose of Operating its
<br />Cars over said Street," which said~ordinance was adopted by the two branches of City Council J=ly
<br />il-18, and was referred to it for consideration by the Common Council September lB, 1911:

<br /> Company, its successor? and assigns the right to Construct its Single or Double Tracke, Erect Sts

<br /> in the City of Portsmouth" has been passed by the Council of the City of Portsmouth a~d approved by
<br /> the Mayor, and published fo~ fottr successive weeks in the Portsmouth Star, a newspape7 published,in
<br /> the 0ity of Portemouth~ ~w~ich said advertisement inv~$d bids fo~ t~e.~=a~chise,_etat~g, that ~aid
<br /> bids were to be in w~iting and delivered to the presmamng officer cz ~ne oon~on oounczA mn open ses-
<br /> sion at a meeting to be held on the 1Bth day of Septembem, 1911,'at eight o'clock p. ~,
<br /> ~ND WHEREAS at said meeting the Virginia Railway & Po~er Co. presented its bid in .w~iting and
<br /> delivered the same to the presiding officer of the Common Council in open seesion, biddmng the sum
<br /> of $25.00 for the franchise covered by said proposed ordinance;
<br /> AND WREREAS said-bid was read aloud at said meeting and an inquiry was made by the presiding
<br /> officer if any further bids were offered;
<br /> AND ~HEREAS there were no further bids offered, and the presiding officer thereupon'deGlared
<br /> the bidding closed;
<br /> AND ~EREAS the said bid was referred to the Street Committee, which Committee repo~ted in favor
<br /> of the acceptance of the same;
<br /> NOW THEREFORE BE IT RESOLVED by the City Council of the City of Portsmouth, that the said ordi-
<br /> nance as advertised as aforesaid be enacted, with the insertion of the name of the Virginia Railway
<br /> and Power Compan.y, the name of the accepted bidder.
